Texas Litter Control, "TLC", is an animal welfare organization existing for the sole purpose of supporting our animals, pet owners and animal shelters. TLC started as a single high quality, high volume spay/neuter and wellness clinic for cats and dogs in an 800 foot trailer. TLC offers an expanded access to healthcare programs for those who cannot afford full service veterinary clinics. We maintai
n a shelter intervention program (HelpMeKeepMyPet.com) to help people keep their pets in a time of crisis. TLC has training programs for veterinary surgeons and clinic staff (TLCEducationStation.org). We offer spay/neuter transport services to underservices areas. We maintain a petfood pantry for people needing short term assistance. Texas Litter Control is also responsible for changing the Montgomery County ordinances to protect community cats We also act as a provider for Harris County's community cat program These community cat programs have saved hundreds of cats a year. TLC believes in changing with the times Other communities have come up with so many innovative ways to reduce the suffering of pets and their people. We host an annual conference called the United Pet Rescuers Conference. This conference shows off what others are doing and brings the animal welfare community together. Pleasure to meet you. I'm Emerson and I'm just an all around nice guy. I'm even good with other cats and cat savvy smallish dogs. I'm a pretty calm, docile guy. I don't mind being picked up or sitting in laps, but I do prefer a quieter, less hectic home. Please come meet me. IMPORTANT INFORMATION CONCERNING THE MONTGOMERY COUNTY COMMUNITY CAT PROGRAM-THIS PROGRAM HAS BEEN PAUSED!!!
TLC has exceeded our contract's funding with the county. This program is currently on pause. We are in the process of renegotiating, but we are not guaranteed additional funding. Please do not inundate county officials with communications regarding this program. It will not help. It will only slow things down. The commissioners have been very supportive and give this program a lot of money and time. We truly appreciate their continued support for our animals in the community. The county will allot further monies to the program if it is available. Please watch our page for updates.
Until further notice, if you bring a feral cat into a clinic, you will be responsible for payment. The cost will is $78 per cat.
All other community cat program rules still apply. You must make an appointment, the cat must be in a trap, and the cat will be ear-tipped. Thank you all in advance!

This Tuesday 2/25/25 will be our $5 male cat neuter day!
We will be performing up to 100 male cat neuters at each of our 3 locations (addresses are listed on our website). This event will be a walk-in event (first come first serve). Check-in will be at 7am. You must be in line by 7:30am to be eligible for this event.
~ Limit 2 cats per household
~ Owned male cats only, no female cats
~ We will not be accepting feral cats
~ Rescue groups are not eligible
~ No vouchers accepted this day
~ Both testicles must be descended
We will not be accepting appointments for this day. Please DO NOT call to make an appointment. Please be prepared to wait in line if you plan on participating in this event. Cat neuters will be $5. Your cat will be receiving a vet exam prior to surgery. We will be offering limited wellness services at the time of surgery. Your cat is required to be current on rabies, so if he is not, you will have to purchase a rabies vaccine for $20. We accept cash or card. There is a 3% fee on all card transactions. Pickup times will vary and will be assigned at check in.
