"In a vote that came down to a tiebreaker, the Storm Lake City Council on Monday upheld the city manager’s recommendation to determine a dog to be a vicious animal, thus ordering the dog to be removed from city limits.

On May 29th, a German Shepard named Poncho allegedly ran across the street from its home and bit an adult female in the area of 610 West 6th Street while she was picking up mail."

"People who abandon their pets at the pound will now be in violation of local law following action by the Fort Dodge City Council Monday.

The council approved a proposal making that action a municipal infraction punishable with fines. In doing so, the council set aside its usual procedure and gave the new rule final approval on its second reading instead of the third. The vote was unanimous with no discussion."

IN THE NEWS: IA - Animal shelter “disappointed” after taking in dogs from unlicensed breeder for the second time

"According to the Sheriff’s Office, the dogs were being neglected and didn’t have proper access to food, water, and shelter.

The ARL is already at capacity, so it made emergency overflow space to house the dogs.

“Summer is a busy time anyway. The dog numbers are up from last year that are coming in, both stray and owner surrendered. So it comes at a time where we’re already full. That’s been the particular challenge on this,” ARL’s CEO Tom Colvin said."

The breeder surrendered 30 dogs in 2023 and another 32 dogs on Friday.

"A lawsuit alleging the U.S. Department of Agriculture has failed to enforce animal-welfare laws in the state of Iowa remains at a standstill while the litigants wait for a judge’s ruling.

In September 2024, the American Society for the Prevention of Cruelty to Animals sued the USDA and then-Secretary of Agriculture Tom Vilsack, claiming the federal agency and former governor of Iowa violated the federal Animal Welfare Act by repeatedly renewing the license of Steve Kruse, an Iowa-based dog breeder. Kruse operates a large-scale breeding facility, Stonehenge Kennels in West Point, which has a long history of animal welfare violations."

IN THE NEWS: TX - TX Legislature Appropriates $13M for Spay and Neuter Pilot Program to Protect Public Health

"In a historic win for animal welfare and public health, the Texas Legislature has appropriated $13 million over the next two years to launch a statewide pilot program aimed at reducing the population of unvaccinated, unsterilized dogs and cats. The program, to be administered by the Department of State Health Services (DSHS), is designed to prevent the spread of infectious diseases such as rabies, toxoplasmosis, and leptospirosis. The funding awaits final approval by Governor Greg Abbott."

IN THE NEWS: DC - Horse Transportation Safety Act is reintroduced

"Representatives Steve Cohen (TN-9), Dina Titus (NV-01) and Brian Fitzpatrick (PA-01) today re-introduced the Horse Transportation Safety Act (HTSA), which would ban the transportation of horses across state lines in “double-deck” trucks or trailers containing two or more levels on top of one another."

The reintroduced HTSA, which would ban the use of double-deck trucks for shipping horses across state lines, has bipartisan support.
