"The city’s “Community Cat” ordinance proposal, set to go before Cedar Rapids City Council on Sept. 22, could change the horizon for the cat colonies across the city. After decades of back-and-forth and failed proposals to govern TNR, city officials said they want to get out of the way to let advocates do what they’ve done best for years."

The city of Cedar Rapids is unveiling a new policy to legalize “trap-neuter-release,” the practice that allows advocates to humanely care for outdoor cats.

IN THE NEWS: OH - Animal abusers could land on a public ‘Do Not Adopt’ list under sweeping Ohio bill

"Introduced by Republican Reps. Phil Plummer of Dayton and Washington Township’s Tom Young, House Bill 417 would overhaul several pieces of Ohio’s existing statutes. The plan would create public registries, introduce additional mandates for shelters and establish a new crime for abusing carcasses. The initiative also cracks down on who can own companion animals, which refers to cats and dogs as well as other animals kept inside a home but excludes livestock and wildlife."

"'Hoarding can often be a symptom of a mental health crisis or condition,' Pashinski wrote. 'Owners can accumulate animals for a variety of reasons, such as fear of abandonment or fear of the animal's safety; not realizing the harm they are causing. A mental health evaluation could give an owner the information needed to obtain adequate medical care, engage in treatment planning, or be prescribed medications, to prevent future instances of hoarding.'"

"Seven weeks after 32 dogs were removed from what authorities described as unsanitary conditions in Johnson County, 10 of the surviving dogs are healthy and ready to find forever homes.

The dogs arrived at the Iowa City Animal Care and Adoption Center starving and in need of significant care. Given the conditions they came from, shelter staff said they initially did not know how the dogs would respond to people, food or other animals."

Seven weeks after 32 dogs were removed from what authorities described as unsanitary conditions in Johnson County, 10 of the surviving dogs are healthy and ready to find forever homes.

IN THE NEWS: CA - Euthanasia rates of cats and kittens are on the rise at L.A. city animal shelters

"Los Angeles animal shelters recorded a sharp increase in euthanizations of cats and kittens through the first six months of the year, which officials attribute in part to a rise in animals brought to the shelters.

Nearly 900 kittens were euthanized from January through June, up from about 600 the first six months of last year, for a 43% increase."

Euthanasia rates rise for cats and kittens, with the increase especially sharp for kittens. Activists say there weren't enough fosters for the babies, which need around-the-clock care for weeks.

IN THE NWS: IL - New Illinois Law Will Let Courts Consider Pets’ Well-Being in Custody Disputes

"An Illinois law set to take effect next year will give courts new authority to consider the well-being of pets when resolving custody disputes between separating couples. The legislation follows the story of a senior dog named Rosie, whose custody dispute led advocates to push for changes they said addressed a gap in state law."
