Why is a haircut for a person taxed at 9% VAT, but essential grooming for a dog is taxed at 23% VAT?

This simply doesn’t make sense.

Dog grooming is not a luxury. It is an essential part of responsible pet ownership and animal welfare. Regular grooming helps prevent painful matting, skin infections, ear problems, overgrown nails, restricted movement, and many other health issues. For many breeds, professional grooming is a necessity—not an optional treat.

Yet in Ireland, dog groomers are charged the full 23% VAT rate, while hairdressers benefit from a reduced 9% VAT rate. This puts unnecessary financial pressure on small grooming businesses and ultimately increases costs for pet owners, which may lead some to delay or skip essential grooming appointments.

If we truly value animal welfare, our tax system should reflect that.

It’s time for the Government to recognise dog grooming as an essential animal welfare service and reduce the VAT rate to 9%, bringing it in line with hairdressing and making professional grooming more accessible.

𝑪𝒐𝒄𝒂𝒑𝒓𝒊 𝑫𝒓𝒆𝒂𝒎 𝑮𝒊𝒓𝒍 Wilma and 𝑪𝒐𝒄𝒂𝒑𝒓𝒊 𝑫𝒓𝒆𝒂𝒎 𝑪𝒉𝒂𝒔𝒆𝒓 Wallace were flying the flag for the breed today at the Wexford Canine Club Championship show. Both showed their little socks off with Wilma placing 4th in group which in layman’s terms means 4th best terrier out of 68 entered 😍
