Thomas J. O'Connor Animal Control and Adoption Center TJO provides animal control services for Springfield, Holyoke, and Chicopee Massachusetts. We respond to 3,000-4,000 animal-related calls annually.

Our staff and facility provide animal control services to three area cities -- Springfield, Chicopee and Holyoke. We are one of the largest regional animal control programs in the state. It is our goal to make this region a model for other animal control services. We provide temporary housing for over 4,000 stray and abandoned animals each year. We also provide 10-day rabies quarantine housing for

unvaccinated animals that have bitten either humans or other domestic animals. Our primary service is that of public health and safety. We are well-versed in rabies and zoonotic disease issues for the safety of our citizens. We respond to animal-related calls 24 hours per day, 365 days per year. Each TJO animal control officer is certified by the state of Massachusetts. All stray dogs are mandated by Massachusetts state law to be held for 7 days. In Massachusetts, there is no required holding period for cats. If unclaimed, animals are evaluated for both health and temperament prior to being made available for adoption. Dogs are evaluated more thoroughly for temperament to help ensure they will be safe, enjoyable companions. The facility has an in-house veterinarian four days per week, responsible for shelter animal wellness and sterilization surgery. We do not have veterinary services available to the public.

Meet Brad! Brad came in as a nervous pup who really needed the TLC of a quiet foster, and he struck gold with his foster guardian! Since being in foster, Brad has been able to decompress and discover the world isn’t quite so scary, but learning to trust and relax takes time. He has slowly been able to find that playing in the yard is lots of fun, and while he’s still cautious, guests coming to see his foster Dad are becoming more interesting and less frightening if he’s given the space to explore on his own terms. Brad is a really affectionate pup that would do best as the only pet, and when he has the time and space to approach and figure things out, he blossoms. The past week has been heartbreaking for our community as two devastating building fires left numerous families and their beloved pets with nothing.

We at TJO responded immediately to provide comfort, food, and emergency supplies to those impacted. While we are proud we could help, our shelves were completely depleted after these two large-scale responses.

We put out the call, and you answered!

These 2 beautiful pups are Ezra and Dewey. They both came to TJO with spinal injuries.

Ezra arrived at TJO as a stray, barely able to stand. He was rushed to the emergency room, where he spent several days receiving critical care for spinal trauma, which came to around $3,800. After a long recovery, we are happy to announce that Ezra was adopted and is living his best life.

Dewey was found by Animal Control and brought to TJO in early August and was rushed to the ER immediately. He was assessed by the emergency vet and had paralysis of his back legs due to an injury at just 5 months old. The vet team wasn’t sure if he would ever be able to regain full use of his rear end. With the help of a loving foster, Dewey recovered on a medication regiment and rest for almost 3 months. He was officially adopted at the end of October!

This past year 1814 animals found loving homes, and 699 medical procedures were performed by the TJO veterinary team (total reflects only in-house surgeries; many others were funded off site due to no-full time vet).

In September 2025, Jagger was found by an Animal Control Officer at just three weeks old. He was gravely ill, with wounds around his neck and tail, and in desperate need of help. Rushed to the emergency hospital, Jagger was treated for severe dehydration and infection. With top notch care from the emergency veterinary team, Jagger began to recover quickly. One of TJO’s bottle baby specialists stepped in to foster him, providing the round the clock care he needed. Today, Jagger is thriving — and soon he’ll be ready to find his forever home.

In the past 24 hours, one of our communities—the City of Holyoke—has endured two large and devastating fires. TJO Animal Control Officers responded to both emergencies, assisting on scene by providing temporary housing for displaced animals and distributing essential supplies such as food, crates, litter, and bowls. Many residents have lost everything, and we were grateful to offer support and reassurance that their beloved animal family members would be cared for and kept safe.

Firefighters continue to battle the remaining fires, and this tragic situation is still unfolding.

On this Giving Tuesday, we are asking for your help. Your support will allow us to continue providing supplies to the people and animals affected by these fires, as well as replenish our own stock so we are ready to respond when future crises strike our communities.

We extend our heartfelt thanks to the TJO Animal Control Officers who didn’t hesitate to step up—working extra hours, staying late, and coming in on their days off—to ensure our community had the support it needed. Their dedication and compassion make all the difference.

Because of your generosity, Misty has a second chance. When her owners became homeless, Misty was surrendered to TJO. Though she was loving and sweet, she was also in pain — her front leg was stiff, and her elbow joint swollen. X rays revealed an old injury that never healed, leaving Misty with painful inflammation. The veterinary team knew the only way to ensure her comfort was to remove the leg. Just one day after surgery, Misty was walking confidently on three legs.

Jennifer came to TJO looking for her newest family member, met Misty, and fell in love. Today, Misty is thriving in her new home. Thanks to funding from the Foundation for TJO Animals, we are able to provide cats like Misty with all the veterinary care they need to thrive.
