PAAC is dedicated to providing true access to care for our community.

We know our local shelters are full, and we see every day how large dogs are the ones most at risk of being euthanized. One of the biggest barriers for families is the cost of spay and neuter—especially for big dogs.

To remove that barrier and save more lives, we are moving to one flat rate for all dogs and cats, no matter the size or gender.

✨ New Pricing to Increase Access to Care:

🐶 Dogs (male or female): $150

Includes: spay/neuter surgery, pain medication, and an e-collar

No size or weight price increase—ever.

🐱 Cats (male or female): $55

Includes: spay/neuter surgery, pain medication, and an e-collar

🐾 Community/Trapped Cats: $25

Includes: spay/neuter, rabies vaccine, and ear tip

Gender does not change the cost.

Our goal is simple: save lives, prevent unwanted litters, and make sure every pet has access to the care they deserve.

In a truly uplifting display of dedication and teamwork, we've been working tirelessly to facilitate an adoption that has truly put our resolve to the test, and we couldn't be more inspired by the outcome. A compassionate family in Washington stumbled upon one of our dogs, Pork Chop (now Cosmo), on a rescue site and were smitten by his adorable face, and we're so grateful they did. Having previously adopted from Texas, they were eager to welcome Cosmo into their family, and their enthusiasm was contagious. Despite the challenge of transporting Cosmo from Texas to Washington, we persevered and explored various options, driven by our determination to make this adoption a success. Thanks to the kindness and experience of one of our youth volunteers, Little Sarah, who has previously accompanied adopted pets on flights, we were able to find a safe and reliable solution, and we're so thankful for her help. Today, Cosmo embarked on an exciting journey to meet his new owners, and we're overjoyed to see this adoption come to fruition. Let's all wish Cosmo and Little Sarah a safe and joyful flight, and celebrate the power of compassion and teamwork that made it all possible.

We would like to take this opportunity to thank ACO Officer Furrer, Rockport Police Department, Rockport Volunteer Fire Department, Public Safety Center and Cat Friends Rescue for their crucial role in rescuing a distressed kitten today. Little Pennywise (Penny for short) had inadvertently placed herself in a difficult situation and required expert assistance to escape safely. We appreciate the collaborative efforts of all responders in ensuring the successful rescue of this kitten.

Due to recent speculation of how Texas State Animal Quarantine works. We would like to share The Facts of the law.

Chapter 169. Zoonosis Control
Subchapter A. Rabies Control

(a) When a dog, cat, or domestic ferret that has bitten a human has been identified, the custodian will place the animal (regardless of its vaccination status) in quarantine as defined in the Texas Health and Safety Code, §826.002, until the end of the 10-day observation period. The animal must also be quarantined if there is probable cause to believe that it has otherwise exposed a human to rabies. The observation period will begin at the time of the exposure. The animal must be placed in a department-licensed quarantine facility specified by the local rabies control authority and observed at least twice daily. However, the local rabies control authority may allow the animal to be quarantined in a veterinary clinic. As an alternative to quarantine at a department-licensed facility or a veterinary clinic, the local rabies control authority may allow home confinement. To allow home confinement, the following criteria must be met.

(1) A secure enclosure approved by the local rabies control authority must be used to prevent escape.

(2) The animal has been vaccinated against rabies and the time elapsed since the most recent vaccination has not exceeded the manufacturer recommendations for the vaccine. If an unvaccinated animal is not over 16 weeks of age at the time of the potential exposure, it may be allowed home confinement.

(3) During the confinement period, the animal's custodian must monitor the animal's behavior and health status and immediately notify the local rabies control authority if any change is noted.

(4) The local rabies control authority or a veterinarian must observe the animal at least on the first and last days of the home confinement.

(5) The animal was not a stray as defined in the Texas Health and Safety Code, §826.002, at the time of the potential exposure.
