08-04-26 POST Board Complaint Against Jordan Galen Behr POST License Number: 22576 & Shawn Robert Haken POST License Number: 11557 (CLEO) & Kelly Curt Mitchell POST License Number: 15239 - False Charges in 32-CR-25-111 & 32-CR-26-19 And Trial by Ambush/Attrition. Joint POST complaint with Amy Allen and Brian Wendelsdorf
08-25-26 Recorded Conversation of Amy Allen With Sheriff Randy McCullough. Bizarre claims that a criminal investigation was ongoing on 03-17-25 when records indicate the false police filed by Trudy Miller did not occur until 03-18-25. Bizarre claims that no evidence of animal abuse in Oklahoma when the quack’s notes indicate a severely dehydrated Bella, a hard keeper, on 03-17-25.
08-27-26 Recorded phone call to Assistant Attorney General Sandra LaVenue asking why OK State Board of Veterinary Medical Examiners Executive Director Cathy Kirkpatrick and Chief Investigator Brian Veazey have not fulfilled Amy Allen’s repeated requests for a personnel complaint form.

06-10-26 Special Assistant Jackson County Attorney Maryellen Suhrhoff falsely claimed that she was only just recently made aware that the John Walter Miller’s 05-28-25 audio statement had been destroyed on 05-28-25 and Suhrhoff only knew about the destruction only after Amy notified her on the official court record on 06-10-26. Judicial Officer Darci “Kangaroo Court” Bentz forced to admit that she had lied three (3) times on the court record about not knowing Trudy Miller. Bentz admitted Trudy Miller worked at Jackson County Probation. The nonprofit Family Service Network, which is a creation of Jackson County, arranged Professional Service Agreements for Trudy Miller to work for Jackson County Court Services and the Jackson County Attorney’s Office. Which proves a conflict of interest for the Jackson County Sheriff’s office to investigate Trudy Miller’s false police report.

03-18-25 Trudy Miller files a false police report in Jackson County, MN using the quack Zook’s notes (Now Michaela Newman)
04-21-25 JCSO Deputy Behr takes a false statement aka false police report from the quack Dr. Zook (Now Michaela Newman).
05-28-25 JCSO Deputy Jordan Behr takes witness statement from John Walter Miller. “Please see audio of John's statement attached to this case.”
06-17-26 Recorded phone conversation with Oklahoma Board of Veterinary Medical Examiners’ Chief Investigator Brian Veazey. See Exhibit I. Crazy claims that Quack Zook complied with 21-1680.3 by making a statement to JCSO on 04-21-25 when statute says mandated report to WCSO required within 24 hours of 03-17-25 exam of Bell, the hard keeper. Veazey’s bizarre and inherently incredible conclusions defied logic, space, time, reality and the facts.
07-25-25 Complainant Chief Deputy and trained observer Kelly Mitchell Badge 38 and trained observer and Special Assistant Jackson County Attorney Maryellen Suhrhoff failed to notice that the 05-28-25 of John Walter Miller was destroyed on 07-25-25.

However, there is no indication that either the quack Dr. Zook or the Board provided that written statement to either the Woods County Sheriff’s Office, the Woods County District Attorney’s Office, the Jackson County Sheriff’s Office or the Jackson County Attorney’s Office. I certainly have not received that written statement as part of the discovery process for rigged case 32-CR-25-111
I have reason to suspect that the real reason that written statement hasn’t been distributed to law enforcement is because the quack was forced to fill on all sorts of holes in her sub- standard examination and her substandard notes. For example did the quack obtain a written authorization from Bella’s owner, John Miller, to release Bella’s medical records to the animal abusers the Argents or the false accuser Trudy Miller? I think it is safe to say that I had more intelligent and substantive questions for both the quack Dr. Zook and JCSO deputy Behr than either trained observers McCullough or Veazey could ever come up with. See Exhibits F & G.
Your detailed letter in which you explain in depth your rationale for not bringing charges would be an invaluable exhibit to attach to any future complaints filed with the Oklahoma Council on Law Enforcement Education & Training and the Oklahoma Attorney General’s office. I’ve created a timeline to assist you in the creation of your declination letter.
Timeline For Bella The Hard Keeper Case
12-07-25 Bella, the hard keeper, is delivered to Amy Allen at Mello-d Ranch Pet Boarding in
Alpha MN by Harold Miller. Amy takes pictures of Bella. (Note: No witness statement from first-hand witness Howard Miller by JCSO Deputy Behr. Howard not on Prosecution's Witness List. See Exhibit E) Apparently Harold Miller did not want to aid and abet his wife, Trudy Miler,

in filing a false police report or potentially committing perjury on the witness stand. FYI: The meta data from my digital images indicate: Saturday, December, 7, 2025 at 1:35PM.
03-13-25 Tom and Cheryl Brooks picked up Bella
03-17-25 Animal abusers Jeff and Barbra Argents bring a severely dehydrated Bella, a hard keeper, to the quack Dr. Michaela Zook (Now Michaela Newman) Quack Zook fails to notify Woods County Sheriff of alleged animal abuse in violation of §21-1680.3. No evidence in notes that the Argents aka animal abusers were notified that Bella’s blood or urine should be checked. No indication that the Argents aka animal abusers were offered free blood and urinalysis. No indication in notes that the quack Dr. Zook contacted Woods County Sheriff or District Attorney or Jackson County Sheriff or Jackson County Attorney on what to do with Bella’s carcass. No indication in notes that the Argents aka animal abusers or Trudy Miller were provided with a copy of the quack Dr. Zook’s notes. No indication of the quack being told by the Argents or Trudy Miller that a complaint would be filed on 03-17-25 with the JCSO. No active criminal investigation was underway on 03-17-25 in either Oklahoma or in Minnesota.

It defies logic that trained observers would want less evidence and not more evidence in a criminal animal abuse investigation.
Although the main thrust of this chapter is the veterinarian’s involvement with law enforcement and prosecutors in seeking justice against the crime of animal cruelty, it is not unusual for veterinarians to be called as defense witnesses. One reason is to prevent a defense expert from taking the stand and citing all the essential evidence that could have been collected and tested, but was not. This shows the jury that the investigation was incomplete, leaving them with insufficient information to arrive at a guilty verdict. A veterinarian who uses all techniques available in forensics and pathology and helps to build the case based on sound legal reasoning cannot be touched by a defense expert. Page 4. Chapter 1: The Legal System and the Veterinarian’s Role Veterinary Forensics: Animal Cruelty Investigations 1st Edition by Melinda D. Merck (Editor) Wiley-Blackwell; 1st edition (June 1, 2007)
There is no mention in the quack Dr. Zook’s notes of the quack offering free blood tests or a free urine tests or even offering to pay for an examination of Bella’s carcass by a pathologist.
Final Thoughts “If it isn’t written down it never happened” is the mantra that all scene investigators should remember as they take notes and photo documents the crime scene and investigator actions. Thorough documentation of all scenes is important, but in the case of animal cruelty scenes, this documentation must extend after the scene investigation is complete and the scene has been released to ensure that the initial condition and recovery of an animal victim are clearly shown. Page 37. Investigating Animal Abuse Crime Scenes: A Field Guide 1st Edition by Virginia M. Maxwell (Author), Martha Smith- Blackmore (Author) CRC Press Published July 18, 2023
According to my expert witness, John Miller was unwilling to pay for the care that Bella, the hard keeper, actually needed. So there is no reason to believe that the Argents were any different. And the quack’s notes indicate that they were just like John Miller – indifferent to Bella’s welfare. The only reason for Bella’s exam was clearly to frame me!
Regarding the animal neglect case against Amy Allen, it is my professional opinion that
the dogs owner, not Amy, is responsible for the lack of an aggressive diagnostic work up and treatment, due to his financial restraints. Many medical issues and age can
Page 5 of 51

appear to be neglect. Amy complied with the owners direction to treat conservatively for his allergic skin issue for which we examined him. Amy’s neglect can not be determined by initial observation. I believe that to suggest Amy neglected Bella, Dr. Zook would have had to have known Bella’s medical history, done a comprehensive exam, including blood work and at least have done a necropsy after euthanasia to rule out organ function failure as a reason for his poor condition. Dr. Kittleson’s letter for defense attorney Michael Kircher for 32-CR-25-111. Exhibit K.
Which explains why Bella was not taken to an emergency care facility on 03-13-25 or on 03- 14-25 or on 03-15-25 or on 03-16-25. According to Veazey, the quack Dr. Zook made a written statement to the Oklahoma State Board of Veterinary Medical Examiners. Exhibit D.

If I hadn’t recorded the conversation with Sheriff McCullough, then I’m sure that no one would believe the crazy things that he had said during the bizarre call. Now I know you are going to find this hard to believe but I recorded a similar bizarre call with Oklahoma Board of Veterinary Medical Examiners’ Chief Investigator Brian Veazey on 06-17-26. Both calls felt like both Veazey and McCullough were trying to frame me for something that I never did.
Frame-up. Conspiracy to falsely incriminate. Webster's Encyclopedia of Dictionaries, New American Ed. Law Dict., p. 957.
It appears that both trained observers McCullough and Veazey have a chronic and apparently incurable case of tunnel vision. I say that they both have tunnel vision because it appears that they both have intentionally and maliciously ignored both the reports written by my expert witness veterinarian Shirley Lynn Kittleson, DVM. See Exhibits J & K.
Amy presented Bella to Goldmount Verterinary Center, 12/10/24 because of her skin condition and her body condition. She was clearly suffering from atropy, a chronic allergic skin condition which causes obsessive itching, licking and sores, especially over the legs and feet. According to her past medical records Bella had been diagnosed with this chronic debilitating condition in the past. We did put Bella on the immuno-regulatory drug, Apoquel, for a 2 week response trial. She showed improvement but because the owner elected no medical intervention, the drug was discontinued. Dr. Kittleson’s letter for defense attorney Michael Kircher for 32-CR-25-111. Exhibit J.
Apparently the tunnel vision caused both trained observers McCullough and Veazey to ignore the glaring facts that there is no mention in the quack Dr. Zook’s notes of the quack suggesting to the Argents the need to do blood tests or do urine tests or have an examination of Bella’s carcass by a pathologist.
