Still not over this one… 🦞🎶💃

A little to the Tax Credit Spectacular and an incredible few days celebrating 40 years of Spectrum with so many people from across the affordable housing industry.

There was plenty of compliance talk (of course 😉), but also great conversations, new connections, old friends, dancing, a boat ride, a Maine lobster bake… and a whole lot of fun.

After 40 years in this industry, getting so many members of the Spectrum community together in Portland was pretty special. ❤️

A major new housing law is officially on the books—and for the affordable housing industry, it represents one of the most significant pieces of federal housing legislation in decades.

The bipartisan 21st Century ROAD to Housing Act became law on July 11 after passing with unusually strong bipartisan support: 85–5 in the Senate and 358–32 in the House.

For an industry accustomed to incremental change, that is worth pausing on.

Among the provisions most relevant to our work:

💰 More capacity for affordable housing investment
The cap on certain bank public welfare investments increases from 15% to 20%, expanding banks’ capacity to invest in affordable housing, including LIHTC equity.

🔑 Fewer duplicative property inspections
Units financed through LIHTC, HOME, or USDA Rural Housing programs may be able to use a qualifying inspection completed within the previous 12 months to satisfy Housing Choice Voucher inspection requirements.
This could reduce duplicative inspections and help prevent delays in voucher lease-ups.

🏗️ Streamlined reviews and a modernized HOME program
The law expands and simplifies environmental review pathways for certain housing projects while reauthorizing and reforming the HOME Investment Partnerships Program.

These changes are intended to reduce administrative delays, provide participating jurisdictions with greater flexibility, and support the production and preservation of affordable housing.

For developers, owners, managers, housing agencies, and compliance professionals, the direction is clear: greater investment capacity, more coordination between housing programs, and fewer unnecessary administrative barriers.

But legislation is only the beginning.

The practical impact will depend heavily on how HUD, USDA, and other federal agencies implement these provisions—and what new regulations, guidance, procedures, and documentation requirements follow.

At Spectrum Compliance, we will be watching that implementation closely so we can help our clients understand not only what the law says, but what it means for day-to-day operations and long-term compliance.
