Federal legislation to prohibit using tax dollars to fund research on dogs and cats has been introduced. If enacted, the restriction would cover the entire testing pipeline, preventing federal funds from being used to purchase, breed, import, transport, house, or conduct experiments on dogs and cats.

Supporters of the bill emphasize that canine and feline biological models often translate poorly to human clinical outcomes and argue that federal investment should instead prioritize human-biology-based alternatives, such as cell cultures, organ-on-a-chip technologies, and advanced computer modeling.

THE CRISIS ISN'T A MYSTERY. IT'S A SYSTEM. 🐾 6.3 million pets enter U.S. shelters every year — and around a million never leave alive. Too many are killed for space in municipal shelters. That won't change with one adoption event. It changes when we fix the causes: (1) commercial breeding that feeds pet stores and labs — the COMPACT Act would end taxpayer-funded dog and cat testing; (2) spay/neuter that families can actually afford — fully state-subsidized until the crisis turns; (3) real enforcement for companion animals; (4) K-12 education in responsible pet ownership. And a Foster Database Act — a statewide registry every citizen can join — because fostering saves lives today while we fix the system. This page is changing with the crisis: fewer victory laps, more structural fights. 💕

BUFFALO SHELTER IS OVERFLOWING 🆘 The City of Buffalo Animal Shelter took in 121 dogs and 46 cats in just four weeks. Dogs are in lobby and hallway crates. Cat intake is paused. This is what happens when adoptions can't keep up with intake. If you've been thinking about adopting or fostering, now is the time — every adoption opens a kennel for the next life. 💕

PENNSYLVANIA DID IT FOR BEAGLES 🎉 Gov. Shapiro just signed the Beagle Bill (SB 381) — PA is now the 18th state giving dogs and cats used in research a chance at adoption when studies end. It also restricts sales of cosmetics newly tested on animals. It passed unanimously — 203-0 in the House, 50-0 in the Senate. A home, not a lab, for animals who've given enough. 💕

VICTORY! WSU ENDS TERMINAL TEACHING LABS! 🐴🎉

Washington State University’s College of Veterinary Medicine has announced it is discontinuing its elective large animal terminal surgery course—ending terminal teaching labs throughout its veterinary curriculum!

Beagle Freedom Project led the public pressure campaign after courageous veterinary student Larrea Cottingham alerted us to these procedures, in which anesthetized animals underwent surgery and were then killed rather than allowed to recover.

YOU answered the call. You emailed, called, shared, and demanded change. ❤️

The horse labs were canceled, but approximately 60 goats were reportedly still slated for terminal procedures in spring 2027. Now, with the entire course discontinued, those planned procedures will no longer take place.

WSU says it will expand community-based large animal clinical services, giving students hands-on experience while helping animals receive needed care. 👏

Thank you to Larrea, our BFP community, and the students, veterinarians, and fellow advocates who helped make this victory possible. Your voices matter—and together, we can keep pushing veterinary education forward! 🐾

Donate to our mission today to help fuel BFP’s work and build a kinder, safer world for animals. ❤️

Howard Lyman set an example for farmers and kind people everywhere: once you open your eyes to animals’ suffering, you can change. You can grow vegan foods, eat vegan, and choose kindness. We’ll remember his courage and decades of speaking up for animals 💙

Bipartisan breakthrough! Reps. Nick Langworthy (R-NY) and Mark Pocan (D-WI) introduced H.R. 10522, the COMPACT Act — to end taxpayer-funded biomedical testing on dogs and cats. It would prohibit HHS funds for purchasing, breeding, or experimenting on dogs and cats, and includes adoption provisions for animals in labs. In 2025, 42,026 dogs and 12,632 cats were held in labs for experimentation (USDA). White Coat Waste reports $225M+ in new NIH funding for dog and cat experiments since February — and they're backing the COMPACT Act to cut it. Call your rep and ask them to co-sponsor H.R. 10522.
