Public notification regarding TCAS resident, Stan.
Stan is one of our longest-term residents currently in TCAS care. Over the course of his stay, he has developed many positive relationships with staff and volunteers and has become a dog that many people know, care about, and advocate for.
The concern with Stan has not been his interactions with familiar handlers, but rather his behavior toward unfamiliar people. Throughout his time in our care, Stan has been involved in multiple documented bite incidents. Several of these incidents occurred during meet-and-greets with potential adopters, while others occurred outside of that context during public interactions.
What makes Stanās case particularly challenging is the unpredictability that has developed over time. In some instances, Stan has appeared comfortable and engaged during initial introductions, only for a bite incident to occur later in the interaction or shortly after. As these incidents have accumulated, concerns have increased regarding the ability to reliably predict his responses to unfamiliar people, and there has been concern regarding escalation in behavior over time.
Stan has formed strong and consistent relationships with several staff members and volunteers during his time at TCAS. However, these positive interactions with familiar individuals have not translated into safe or reliable behavior toward unfamiliar members of the public. His documented bite history reflects ongoing concern regarding unpredictability in these interactions.
Following an assessment by an independent behavioral consultant, Stan has been designated rescue-pull only and is not available for public adoption due to his documented bite history and behavioral concerns.
This post serves as the beginning of the 72 hour public notification period outlined under the Animal Control Authority (ACA) non-standard adoption process. TCAS operates under the ACA and an interlocal agreement between the Cities of Pasco, Kennewick, and Richland. This process is established by ACA policy and outlined publicly on our website under Policies & Procedures.
At the conclusion of this notification period, his case information will be shared with our rescue and shelter partners for review as part of the standard 10-day response period. Full behavioral notes, incident documentation, and supporting records are available as part of that process.

Stan is not available for adoption and may only be transferred to an approved rescue or shelter partner. If you know an organization experienced in managing dogs with significant behavioral challenges, we encourage you to share this post or have them contact TCAS directly.
If no appropriate placement is secured within the 10 day response period, his case will proceed through the review process outlined in ACA policy, including veterinary and administrative review. Final outcome determination may include the possibility of behavioral euthanasia.
These cases are never easy. Stan is a dog who has clearly made an impact on many of the people who know him, and those relationships matter. At the same time, TCAS has a responsibility to ensure the safety of staff, volunteers, and the public, and to make decisions grounded in both professional assessment and ethical responsibility.
