Posing as improvements on “animal welfare,” USDA continues to promulgate new Rules on its licensees to criminalize breeding practices which tighten the noose incrementally, forcing more breeders to go out of business or underground. Historically, the USDA Rule Promulgations that have taken place over the last 16 years have all been urged by animal rights groups, NOT producers.
USDA-APHIS has posted a Request For Information (RFI) ahead of a potential rule promulgation impacting federally licensed dog breeders.
