Guaranteeing the right to utilize working animals without infrastructure or oversight does not protect working animals — it protects economic interests.
House Bill S1241aa guarantees:
“The right to utilize working animals… shall be guaranteed.”
It also states: No county, municipality, state agency, or political subdivision shall enact or enforce any ordinance, regulation, or rule more restrictive than state law.

Idaho ranks 48th out of 50 in animal welfare protections.
Idaho currently has no regulatory infrastructure establishing:
• Work-hour maximums
• Load limits
• Mandatory rest periods
• Operational veterinary oversight standards
• Defined inspection protocols
• A formal administrative process for investigating livestock welfare concerns
The Idaho Department of Agriculture has administrative rules for production agriculture — but not for livestock used outside of production contexts.
