An all-volunteer non-profit managing a spay/neuter voucher program in Monongalia County, WV Pet overpopulation is an international problem.
M-SNAP volunteers believe that education and a spay/neuter program can make a difference in their own community. Our organization includes four committees - Membership, Community Outreach, Action, and Fund Raising. Our thrift store, ReTails by M-SNAP, located in the Morgantown Mall, provides a large portion of the funds needed to supports the Voucher Program. We also apply for grants and receive s
ubstantial assistance from our community supporters. Since we mailed our first voucher in October of 2008, we have issued thousands of vouchers and paid for thousands of surgeries to spay and neuter dogs and cats that reside in Monongalia County, West Virginia. As our Mission Statement implies, we want to end euthanasia as a means of animal population control At the heart of our mission is a simple belief - no puppy or kitten should be born unwanted or without a forever home!

FYI - The M-SNAP Voucher Program is partially funded by income generated by ReTails, our thrift store. This week the store features a bag of children's books for $1, all women's purses 50% off, and the collection of Halloween donations. In addition to sales, we are recruiting animal lovers who want to make a difference. Consider offering 3 hours per week to work a shift at ReTails - M-SNAP issues over 1,000 no-cost vouchers to Mon County residents every year. Call 304-241-1483 and join the team

Just wondering if anyone in our service area might have a small refrigerator that they would like to donate to M-SNAP. We lost our refrigerator that was being used by our volunteers at ReTails. M-SNAP was represented in Charleston for Spay Awareness Day March 25 and participated in the effort to pass a law to remove the sunset clause that would end the WV Spay Neuter Program. The bill passed and the Department of Agriculture will be offering grants to WV shelters and 501(c)3 organizations for 2026 forward. Six organizations from Mon County received WVSNP grants in 2025 totalling $63,500.

Cheat Lake Animal Hospital is in need of both feline and canine blood donors. As an emergency hospital, we perform many blood transfusions for pets in need, and currently blood products are backordered across the nation.
We are looking for healthy pets who are up-to-date on their vaccines. If you think your pet could be a life-saving hero, review the requirements below and then complete this Blood Donor Application: https://forms.gle/cNWMBpF3ftwzP3jW6.

DOGS:
Age : 1-8 years
Weight : 55 lbs + (Can take smaller dogs for smaller donations)
Yearly Exam and vaccinated for DHPP, Lepto, Lyme and Rabies
Yearly negative Heartworm 4DX test ( lyme, ehrlichia, anaplasmosis)
On monthly year-round heartworm and flea/tick prevention
Has not received blood products
No chronic health issues
CATS:
Age : 1-8 years
Weight : 10 lbs +
Yearly exam and vaccinated for DRCC, Leukemia and Rabies
Have a record of negative FeLV/FIV test (yearly if in/outdoor)
Has not received blood products
No chronic health issues
We have a need for donors 24/7, including holidays.
We ask that if your pet is enrolled as a donor that you contact us to let us know if you will be unavailable for an extended period of time.
A credit of $81 will be applied to your account for each donation.
Pets are allowed to donate once every 3 months (4 times per year)

We are so excited to be in our new shop! Lots of hard work, lots of wonderful volunteers, and many new shoppers. We opened ReTails in 2010 and our supporters and shoppers are responsible for adding over $247,000 of the total $1,213,696 spent by the M-SNAP Voucher Program that has fixed more than 14,000 dogs and cats in Mon County. To receive an M-SNAP voucher you must be a RESIDENT of Monongalia County and truly need our help to fix your pet or animal in your care.
To receive an M-SNAP voucher you must CALL 304-985-0123 and leave your contact and pet information in Mailbox #1. A volunteer will call you as soon as possible. Make certain your phone can accept messages - we will only make three attempts to reach you.
To receive an M-SNAP voucher you must BE PATIENT because the mailbox is often full - we issue over 100 vouchers every month - keep trying.
To receive an M-SNAP voucher you must APPRECIATE that it takes many volunteers to process these voucher and to raise the funds to cover the cost of your pet’s surgery.
To receive an M-SNAP voucher you must schedule surgery with one of twelve clinics and USE your voucher before it expires.
To receive an M-SNAP voucher, we hope you will JOIN our commitment to reduce pet overpopulation in your neighborhood, town, county and state.
