M-SNAP (Mountaineer Spay Neuter Assistance Program) An all-volunteer non-profit managing a spay/neuter voucher program in Monongalia County, WV. Pet overpopulation is an international problem.

M-SNAP is funded by grants, fund raisers, donations, and income from ReTails, a special thrift store located at 28 Commerce Drive in Westover. M-SNAP volunteers believe that education and a spay/neuter program can make a difference in their own community. Our organization includes four committees - Membership, Community Outreach, Action, and Fund Raising. Our thrift store, ReTails by M-SNAP, locat

ed in the Morgantown Mall, provides a large portion of the funds needed to supports the Voucher Program. We also apply for grants and receive substantial assistance from our community supporters. Since we mailed our first voucher in October of 2008, we have issued thousands of vouchers and paid for thousands of surgeries to spay and neuter dogs and cats that reside in Monongalia County, West Virginia. As our Mission Statement implies, we want to end euthanasia as a means of animal population control At the heart of our mission is a simple belief - no puppy or kitten should be born unwanted or without a forever home!

To all our supporters who would like to see greyhound racing end in America forever,

Call to Action on the Greyhound Protection Act!
Remember in March, it was enthusiastically added to the Farm Bill!

Finally, the Farm Bill will be voted on this week in the House of Rep. & it will outlaw Greyhound Racing throughout America forever!

But wait, our very own WV Rep. Riley Moore at the 11th hour is trying to derail this historic bill by filing Amendment #269 to dismantle the Greyhound Protection Act and create a permanent carve-out for West Virginia, the only state with live racing!

The greyhounds need your help now to defeat Amendment #269 & pass this bill. Please write to your House Members right away and tell them we do not want greyhound racing in our state. We want the $17 - $22 million yearly subsidy to end, to stop propping up this cruelty! It is just plain wrong for a single lawmaker to hold up progress for the greyhounds, and cause innocent dogs to continue to suffer and die in WV, especially when 80% of West Virginians oppose greyhound racing.

Our Community Cat Program volunteers are knee deep in pregnant cats right now - it is "kitten season"! Community Cats include feral cats that have been born and raised without human care or a stray cat that was raised by a human but became lost or abandon that joins a feral colony for safety.

Warmer weather triggers all animals' natural desire to procreate. If ignored amd allowed to produce more unwanted babies the female cat experiences more hardship trying to raise her litter and the babies are often compromised and sick.

Our volunteers advise and counsel neighborhoods and colony managers. They help trap, make appointments, transport, and manage a budget. Eventually, they may work with adoption groups to hopefully rehome stray cats that are ready to leave the streets behind or young ferals that can be socialized.

Every M-SNAP volunteer is determined to make a difference. They know that when we spay a Community Cat, their life improves substantially and their life and their colony mates will end through natural attrition, not from illness, injury, hunger, or predation.

The M-SNAP Voucher Program issues over 1,000 vouchers for no-cost spay/neuter and rabies shots every year for any Mon County resident who honestly needs our help to fix their pet(s).

In 2026 we have received grants from The Peterman Foundation, Dakota Rhoades Foundation, Your Community Foundation and pending WVSNP and the County Commission grants. BUT THIS IS NOT ENOUGH to continue the program that has witnessed a huge reduction of homeless animals dying at our county shelter since 2009.

We must also rely on the income generated from sales at ReTails / m-snap our special thrift store located on Commerce Drive in WO.

We can't accept clothing, large appliance or computer equipment. We really appreciate new and gently used items. Visit ReTails' page for examples of our donations.

Please consider donating your unwanted treasures so we can continue fixing Mon County, one pet at a time! Our doors are open Tuesday thru Saturday 10 am to 6 pm or talk with one of our volunteers for a special delivery.
