URGENT | In-train issue – Pet travel rule violation

I am currently travelling on Train No. 12151, Coach H1, Coupe seats E-13 & E-14, both booked & fully paid under my name (same PNR).

I am travelling alone with my pet cat and have strictly followed all Indian Railways rules:

• First AC coupe booking (2 seats)

• Written permission from Parcel Office

• Vet fitness certificate

• Separate pet charges paid

Despite this, the TTE has stated that seat E-14 may be treated as a “no show” and allotted to another passenger.

This is against railway pet travel rules, as pets are allowed ONLY with a full cabin/coupe. Otherwise, pets can be shifted to the parcel coach — a risk I specifically avoided by paying for both seats and completing all formalities.

This is a serious safety and liability issue:

• The cat is recently rescued and anxious

• I cannot share the coupe with an unknown passenger

• There is risk to the passenger, the cat, and myself, for which I cannot take accountability

Complaint already raised via 139 – Complaint No. 2026012903768

Request immediate intervention to ensure my fully paid coupe (E-13 & E-14) is not disturbed mid-journey.
