Just because there is a strong breeze today doesn't mean its safe to walk your dog.
Any humidity level over 50-70% significantly limits a dog's ability to cool down through panting.
Any humidity above 50% makes temperatures over 20°C (68°F) risky.

The Danger of Humidity
Because dogs do not sweat like humans, they rely almost entirely on panting to regulate their body temperature.
High humidity prevents moisture from evaporating, causing a dog's internal body temperature to rise rapidly.
