PARLIAMENT: New Dog Law Passed After 10 Years – What’s Changing for Owners and Stray Dogs

After nearly ten years of debate and deliberation, the House of Representatives Plenary has passed the Dogs (Amendment) Law of 2026, consolidating a government bill and legislative proposals that had been pending for years.
Registration of all dogs over two months old is now mandatory, while in the event of the death of an animal, owners must notify the competent authorities within seven working days, providing a relevant certificate from a registered veterinarian.
Among the key changes introduced by the new legislation is the ban on euthanasia for healthy dogs. The practice is now only permitted in cases where the animal is deemed dangerous to humans or other animals.
At the same time, the use of a collar with a tag indicating the license number and contact details of the owner is mandatory. Moving a dog without a leash in public places is a criminal offense, as is not having a bag for collecting f***s. The fine for not collecting is reduced from 300 to 100 euros. Changes are also made to the possession permit fees, which are increased and consolidated on a Cyprus-wide basis. Exceptions are provided for specific categories, such as owners of assistance dogs, security dogs and low-income pensioners for a neutered dog.
The law introduces a new definition for the “dangerous dog”, which concerns an animal that displays unprovoked aggression outside the owner’s property. As for strays, their mandatory transfer to shelters instead of euthanasia is provided, while their transfer to a new owner is only permitted if they have been marked, sterilized and registered.
Exceptions to the obligation to use a leash are provided for hunting dogs, exclusively within permitted hunting areas.
Owners are required to inform the authorities within two working days in cases of loss or theft of a dog. The definition of assistance dogs is also expanded to include, among others, guide dogs for people with visual impairments, support dogs for people with mobility difficulties, medical alert dogs, psychiatric support dogs and allergen detection dogs. Their recognition requires certification from internationally recognized organizations.
