Kill shelters kill.
Cats roam. Leave them be if they are healthy.
You can offer water and food and see how hungry kitty is.
If you have a carrier or a way to get friendly kitty to the vet, check for a chip.
No chip? Return the cat ro where you found them.
Take photos and videos, share with groups to find owners.
