In 1956, due to the Victor Valley’s growing population of abused, neglected, abandoned and stray animals, a small group of people saw the need for an animal shelter and animal welfare program. (Per a VVAPL document dated around 1962 or 1963, the organization started as an expressed desire of John Charles Thomas at his death. Thomas was a popular American Opera, Operetta and Concert Baritone. His w

ife Dorothy K. Thomas was a driving force in VVAPL becoming a reality.) The group started raising funds to build an animal shelter. In December 1960, Newton T Bass’s Apple Valley Foundation donated 5 acres on the corner of Zuni and Navajo roads. (Bass was one of the founders of Apple Valley.) In April 1962, the very first animal shelter in the Victor Valley opened its doors to help the many animals of the Victor Valley communities. To control pet overpopulation, VVAPL’s dream of a Spay/Neuter Clinic became a reality in March 1980. A weekly Vaccine Clinic was also implemented. Today we are still at the same location.

Thank you to the AV Town Council for deciding to retain our Municipal Animal Shelter. More than anyone we know the issues with funding and staffing that make taking in stray animals can bring. Critics are always ready to attack but seldom ready to help with real world solutions. Responsible pet ownership is the only true humane answer to the issue of unwanted animals. For now, Town leaders have opted to continue serving their citizens with great facilities and committed staff.

Unless State, County and local authorities don’t put some real effort and “teeth” into enforcing and strengthening laws, penalties and jail time for back yard breeders, owning any cat/dog that isn’t spayed/neutered or mistreatment of a domesticated animal you will never end the increase of animals flowing to shelters and rescues. Common sense, compassion and just plain empathy for these creatures is no longer a part of our 2025 culture. Like a Drivers License , we need to insist on some level of knowledge and permanent commitment before we allow anyone to own an animal.
Our taxes cannot build enough shelter space to make up for people who take no personal responsibility for their animals.

Our Neuter Day event a big hit. Check ins started at 9:30.. All appointments for today are filled.
Expect to care for 17 dogs and over 25 cats thanks to Dr. Beeks and staff.

There is a desperate need for low cost spay and neuter services in the HD. We want to do our part but we need YOUR support. The way to control the pet population is through promoting responsible ownership and stopping unwanted litters of kitties and puppies before they are conceived.

After less than 24 hours, our Low-Cost Neuter Day on Saturday, January 25, is completely filled-up by appointments. Walk-ins for low-cost vaccines from 11-2PM are still available. Thank you for those pet owners wanting to do their part.

This proves that there is a great need for such services at low cost. Please consider donating so that we can continue these events in the future.

Charitable giving is the lifeblood of VVAPL. Contributions from supporters like you help to offset the cost of running the shelter, and provide for the health and comfort of the animals. On behalf of our homeless animals, Thank you!

LOW-COST NEUTER CLINIC EVENT TO BE HELD​ - BY APPOINTMENT ONLY

***Open To All MALE Dog and Cat Pet Owners***

We will be sponsoring a low-cost dog and cat neuter day on Saturday, January 25, 2025. Additionally, a low-cost vaccine clinic will be held by walk-in the same day from 11-2 PM. Services will be performed by Angel's Touch Veterinary located at our property on Zuni Rd. This is an opportunity for pet owners who may be struggling to still care for their male cats or dogs and help the community control the ever-growing pet population. This event will need to be scheduled in advanced and is on a FIRST COME FIRST SERVED basis as appointment times will be filled up.

VVAPL strives to offer these low-cost services from time to time upon vet and funding availability. However, our non-profit organization depends on community support through donations to continue providing these events for the betterment of our community pets.
