Well, the population of humans in China is one point five Billion and, (that's one and a half billion), and the history of the consumption of dog meat goes back in recorded history for almost five thousand years. It's a cultural difference which many westerners fail to recognize or fathom.

The Lychee and Dog Meat Festival, (or Yulin Dog Meat Festival) is an annual celebration held in Yulin, Guangxi, China, during the summer solstice in which festival goers eat dog meat and lychees. Public Proclamation:
June 15th, 2019.
The National Association of Veterinarians does not officially endorse, advocate or condone vegetarianism or veganism, just so everyone is clear on that fact. We do not support it and we do not require any of our members or affiliates to support vegetarianism or veganism. Certainly we advocate for animals and we respect all forms of life, all the way from the most highly developed to the more simple forms and including plants and fruit and vegetables. In our perspective, we promulgate that it is a natural occurrence within nature for certain species to prey upon, and consume other species for food and sustenance, and nourishment. TNAOV therefore does not rebuke the consumption of farm animals, milk, eggs, cheese, fish, etcetera for human consumption. To be so arrogant and self consumed and to differentiate between life forms such as a cow and an apple, or a pig and a potato is in our opinion extremely narcissistic and egocentric. It is also preposterous and ludicrous to be so presumptuous and self aggrandized to assume that you can assign a level of importance to various life forms. We at The National Association of Veterinarians do not do that. We at The National Association of Veterinarians respect and value all life, and we beseech all others to do the same. Thank you.
Dr. Damian Stone
