Your puppy isn't born knowing how to walk nicely next to you.
At first, everything else is more exciting—the grass, smells, people, leaves… basically the entire world.
So make yourself worth following.
Keep the treat along your hip and reward your puppy when they walk nicely beside you or look up at you. And don't be afraid to hype them up! Training should feel fun, especially when they're learning.
Those few good steps today are the beginning of much easier walks later.
