Avery’s Law (Ohio House Bill 247) is designed to improve public safety and encourage responsible dog ownership. The goal isn’t to punish caring pet owners — it’s to help prevent serious incidents before they happen and provide clearer guidance when dangerous situations occur.
Here’s what Ohio pet owners should know and how you can help protect both your dog and your family.
What the Law Focuses On
Avery’s Law is based on a dog’s behavior — not its breed. Dogs are only considered dangerous or vicious when there is documented aggressive behavior or an unprovoked attack. The law is intended to address serious safety concerns while still giving owners due process.
How Pet Owners Can Protect Themselves
Keep Your Dog Secure
Make sure your dog is always safely contained or supervised:
Use secure fencing and gates
Keep dogs leashed when off your property
Avoid leaving dogs unattended around unfamiliar people or animals
Be especially cautious around children and high-stress situations
Good containment and supervision can help prevent misunderstandings and accidents before they occur.

Stay Current on Legal Requirements
Responsible ownership also means staying compliant with local and state regulations:

EXCITING JAMES UPDATE!
We recently started James on a new medication in the hopes that this would help him with the infection he has been battling in his mouth. The hope is that this finally heals from the pain he has been dealing with for months, maybe years.
We are seeing signs that it is working! James is no longer drooling, nor is his mouth crusty. He is not gagging when he eats. James is also exhibiting some behaviors we haven’t seen before. He is playing with balls! And a funny thing to be excited about, but he gently bit his Mom when demanding attention! James is using his mouth in ways that his Mom hasn’t seen before, and we are taking that all as positive! We are so happy and hope this keeps working for him.

CELEBRATING CHANCE!
I was asked if I wanted to foster a 16 year, 11 month old Chihuahua, and I said yes without any more information. That old of a dog who found themselves in a shelter is meant to be with us. What I found out later broke my heart. Chance was found without his owner in a condemned house. He could barely use his back legs. He couldn’t control his bladder or his bowels.
But Chance was still friendly and one of the sweetest, cuddliest dogs I have ever had the privilege of holding. However, the pain he was in was immense. The first full day he was home, Chance cried quite a bit, no matter how I tried to comfort him. We put him on pain meds immediately when he came home the day before. Even with that, he was still in pain and allowed it to show once he knew he was safe.
Chance stayed with us for five days. During those five days, Chance was with me every minute I was home. And thankfully, I only had to leave for a few short periods during those five days. He slept right beside me on a soft bed. He hung out in the sling I wore around my neck. Chance enjoyed a bubble bath each morning to keep him smelling clean and feeling his best. Chance enjoyed time outside in the grass, with the sunshine in his face and smelling all the smells in the neighborhood. Mealtimes were a buffet of delicious food.
Even though Chance was only with me for five days, he will forever be in my heart. The decision to euthanize him was in his best interest to free him from his pain, but it was one of the hardest I have made. He wanted to live life, but his body let him down. My heart is hurting, so he doesn’t have to anymore.
