In a massive win for animal welfare, Ridglan Farms in Wisconsin has officially reached an agreement to release a "substantial majority" of its dogs. As of April 30, 2026, nearly 1,500 beagles—of the approximately 2,000 currently at the facility—will be handed over to rescue groups to be placed in forever homes.

Major organizations, including Big Dog Ranch Rescue and the Center for a Humane Economy, have entered into a confidential agreement to transport these dogs to partner agencies across the country. These beagles, many of whom have never experienced life outside of a cage, will now receive medical exams, vaccinations, and microchips before being assessed for adoption.

This move follows years of intense public pressure and legal scrutiny. Under a separate legal agreement, Ridglan Farms is set to surrender its breeding license by July 1, 2026, effectively shutting down its long-running operation of supplying dogs for laboratory research.

California has officially banned cat declawing, making it the largest state in the country to outlaw the procedure.

Governor Gavin Newsom signed Assembly Bill 867 on October 9, 2025, with the law taking effect January 1, 2026.

Authored by Assemblymember Alex Lee, the bill prohibits declawing unless a veterinarian determines it is medically necessary for the cat's health.

Declawing involves amputating the first bone of each toe, and has been linked to chronic pain, back problems, and behavioral changes including biting and litter box avoidance.

California joins New York, Maryland, Virginia, Massachusetts, and Rhode Island in banning the practice statewide.

Veterinarians who perform the procedure for non-medical reasons now face fines and risk losing their license.
