Important message from THLN
Dear Texas Humane Legislation Network --
We are running out of time to stop puppy conditions from thriving in Texas. TODAY, the Sunset Commission will begin hearings and could consider whether or not to maintain the Texas Licensed Breeders Program as part of the Texas Department of Licensing and Regulation. Commercial breeders will continue to operate in Texas, so THLN is fighting hard to maintain the program and continue meaningful regulation of commercial breeders. Currently, staff at the Sunset Commission have recommended abolishing this crucial program, despite its success in protecting Texas animals from cruel puppy mill practices.
If you live in a Sunset Commission member district, please help NOW by submitting our pre-written letter or making a call. Even if you have already submitted a letter or called your Sunset Commission member, please take action again to re-elevate this issue before the hearings begin.
Send a Letter
Submit a pre-written letter to your legislator asking them to keep the Licensed Breeders Program and make two fundamental fixes to close loopholes exploited by unethical breeders.

Hello [Representative X, Senator X] I am calling to express my opposition to the current Sunset Commission staff recommendation to abolish the Licensed Breeders Program, which will be considered as part of the TDLR review on December 7th. The Licensed Breeders program has acted as a crucial safeguard for dogs and cats across Texas and has successfully stopped cruel puppy mill practices before they start. I am asking you to support keeping the Licensed Breeders Program. Thank you for your time.”
Please act now in helping us stop puppy mills. The clock is ticking for dogs and cats across the state.
Thank you,
Stacy Sutton Kerby
