The current EHV-1 confirmed case count is 27, with 21 of those cases being the EHM (neurologic) form of the disease. The affected states are Texas, Oklahoma, Louisiana, Colorado, New Mexico, Arizona and Washington state.

There has been a significant amount of speculation on how high the case load actually is. It is important to remember that while there is a delay in positive test reporting, all owners may not necessarily choose to have their animals tested. Additionally, it was speculated that some animals passed prior to testing being performed, falsely decreasing positive numbers. It is quite important to realize that there is no way to verify these speculations without data present, which was the instigator for this series to be written - weโ€™d like to keep you all up to date on the facts that have been presented. These outbreak situations are stressful enough as it is without guesswork and the proverbial social media firestorm that is happening as a result. The fact of the matter is, we all only what want is best for our horses & to keep them safe.

That being said, Arizona and Nevada continue to be the only states with updated travel regulations.

- Previous 30-day health certificates will only be valid for 5 days if the origin state has had an EHV-1/EHM detection in the previous 30 days

- Extended (6-month passports) health certificates are cancelled and availability will be paused for the next 30 days
- Additional rules due to early November vesicular stomatitis outbreak listed on site

- Implementation of an Entry Permit System - All health certificates (CVIs), test results and supporting documents must be faxed/emailed to the permit office for review, then details submitted to the online permit system to obtain an entry permit number
- Entry permits will be required until January 1, 2026
- Health certificates must have supplemental statements (Found here https://agri.nv.gov/Animals/Animal_Disease/Import_Requirements/)
- Animals will be denied entry if they have been on a premise or at an event with a confirmed case of EHV-1/EHM in the last 21 days ( Extraco Events Center, 377 Arena, Lazy E Arena, Jackson County)
- Additional rules due to early November vesicular stomatitis outbreak listed on site

The National Finals Rodeo & Junior National Finals Rodeo is planning on continuing as scheduled with additional rules & regulations in place with the safety of their equine athletes at the forefront.

Major events that are being postponed or rescheduled include the Kimes Ranch Million Dollar Breakaway and the 2025 National Finals Breakaway Roping. A significant number of large barrel races, professional rodeos, horse sales and other western performance events have also been cancelled in multiple states in an effort to reduce spread during this time.

MT Dept of Ag has released the following regulations:

โ€œ- All equines entering Montana must be traveling on a certificate of veterinary inspection (CVI) issued no earlier than 72 hours prior to travel into Montana. This 72-hour restriction also applies to equines who are issued a CVI in Montana to travel out-of-state and are returning to Montana on the same CVI.
- Equines that may have been exposed to EHV-1 within 14 days prior to CVI inspection are not eligible for importation into Montana until this order is lifted.
- Equines exhibiting any clinical signs consistent with EHV-1 or EHM, including a fever, are not eligible for importation into Montana until this Order is lifted.
- All other importation requirements for equines eligible for entry into Montana pursuant to this Order remain in place

The initial outbreak of EHV-1 with an EHM (Equine Herpes Myeloencephalopathy) form occurred after a Womenโ€™s Professional Rodeo Association (WPRA) World Finals event in Waco, TX (Nov. 5-9). After this event, many of the same horses attended other events in TX and OK before experiencing any clinical signs (average of 4-7 day incubation period), which is what contributed to the multi-state spread of this disease. After the BFA event in Guthrie, OK was cancelled, owners were advised to leave the premises, bringing potentially exposed horses back to their home states and is another reason why we are seeing the disease in so many areas now.

As of 12:00pm on 11/21/2025, there are 15 confirmed cases of EHM and 1 confirmed case of EHV-1 without neurologic signs in the states of Texas, Oklahoma, Louisiana, Colorado and New Mexico. There is one unrelated case (not associated with this event/outbreak) reported in Maryland. There are many other horses undergoing testing without confirmed, reported numbers at this time.

So, what does this mean for current travel recommendations, health certificate requirements and upcoming events?

- Extraco Events Center (Waco, TX)
- 377 Arena (Stephenville, TX)
- Lazy E Arena (Guthrie, OK)
- Jackson County (Edna, TX)

Health certificates for the horses traveling into these states will require a statement from the veterinarian filling out the health certificate stating that the horse has not been on one of these premises (or any that come up with an EHV-1/EHM positive case) for the 21 days leading up to the date of the health certificate.

The National Finals Rodeo Committee released the following statement this morning in regards to the NFR event happening in December:
- โ€œAll horses must have a 7 day Certificate of Veterinary Inspection (CVI) and unique entry permit number obtained from the NV Dept. of Ag.
- All participants and competitors are responsible for daily temperature monitoring of their horses.
- There is a no-travel advisory for all horses participating and competing at the NFR.
- Enhanced verification and check-in procedures will be in place at the Thomas & Mack Center.
- Biosecurity measures will be maintained throughout the event.โ€

๐“๐ก๐ž ๐Ž๐ซ๐ž๐ ๐จ๐ง ๐ƒ๐ž๐ฉ๐š๐ซ๐ญ๐ฆ๐ž๐ง๐ญ ๐จ๐Ÿ ๐€๐ ๐ซ๐ข๐œ๐ฎ๐ฅ๐ญ๐ฎ๐ซ๐ž (๐Ž๐ƒ๐€) has additionally released new rules to mitigate EHV risk. Exhibitions/events where other equines will be present need to register with the ODA at least 20 days prior to the event. Additionally, event organizers/producers need to have a record of all animals/competitors for 90 days following the event, which will only need to be made available to the ODA in the case of an outbreak. They recommend consulting with your licensed veterinarian on protocols to establish if a sick animal is discovered during the event, and a licensed veterinarian of record must be available to provide services during the event. If any animals show potential signs of infectious, contagious or communicable disease they will not be allowed entry to exhibitions/events, and should remain isolated until they are able to be examined by a veterinarian.

Good information

Letโ€™s all take a deep breath and pause for a minute in regards to the EHV/EHM issue. This is a concerning and serious matter and I have fielded a ton of questions already and itโ€™s concerning all the rumors flying around.

At 1:30 PM today I spoke to the Oregon Department of Agriculture and there are ZERO known cases of EHV in Oregon at this time. They also informed me that they are currently working on a plan to identify and contact owners with horses that travelled to events in areas of exposure and higher risks. They will be contacting those people directly and giving them instructions on how to handle their return to the state. This is what health certificates are designed for and why everyone should get them no matter what state you are traveling to or why. This is how we track, identify and contact exposed and at risk animals.

For now if you are concerned stay home, temp your horses twice a day, practice good biosecurity measures and call your veterinarian with any concerns.

Interstate Certificates of Veterinary Inspection (Health Certificates) which would normally be valid for 30 days will now only be valid for 5 days if the origin state has had an EHM / Equine Herpes Virus-1 (EHV-1) detection in the previous 30 days.

Those seeking to import horses into Arizona should consult with their State Animal Health Official (origin state) to determine if their state has confirmed cases or not.

6 month healths are not currently being accepted, however currently the only states with positive cases of EHV-1 as of 11/18 per state veterinarian meeting are Texas & Oklahoma. (Which would require you to have a 5 day health) As time progresses likely there will be more states adding to that list.

โ—๏ธAs of late 11/18 there have been no positive cases in Arizona.โ—๏ธ

Arizona & Nevada have added the 21 day rule ANY horses that have been on the premises listed below, will not be allowed entry into Arizona or Nevada for the 21 days following exposure, EVEN if horses are non-symptomatic.

These restrictions have been confirmed directly via phone conversations with Arizona and Nevada
