Elmore SPCA was also contacted by the Essex County Sheriff’s Office to accept these 18 dogs. Even before we became aware of the parvo-positive diagnosis, we were compelled to decline.

Here is why.

Effective December 15, 2025, the New York State Companion Animal Standards Care Act will go into effect. Given our shelter's physical footprint, we will be able to accommodate a maximum quantity of 13 dogs. Although the act has not yet taken effect, our facility will not meet its regulations when it does. To demonstrate our commitment to meeting the standards, we have initiated a reduction in our dog and cat populations as our initial step towards compliance.

When animals are received from any law enforcement agency, we do not receive funding for care and medical expenses. Seized animals are not automatically surrendered to a shelter. When animals are not surrendered, a shelter has to hold them until a court determines an outcome. This process can take months. A court’s decision may award shelters limited restitution for the care of these animals, which may or may not be paid by the owner. Another potential court outcome is the return of un-surrendered animals to their owner without any compensation being awarded.

While we attempt to implement mandated changes to a non-compliant facility, the loss of revenue (primarily from municipal contracts), coupled with increased expenses in all areas of operation, has made Elmore SPCA increasingly vulnerable. Reviewing our financial activity for the first half of 2025, Elmore is experiencing its first significant operational loss since the 2008 market crash.

ELIZABETHTOWN | Any kind of abuse is considered morally wrong, but when it comes to animals, they can't speak for themselves; someone needs to help them. Unfortunately, when a helping hand is extended, and the animals are rescued, there may not be anywhere to take them.

Per NYS Ags & Mkts law, Article 7; the state allows a minimum of five days to redeem your dog however Elmore SPCA allows seven-day period in which you can redeem your dog.

The redemption process is as follows:

1-Provide a rabies certificate showing your dog is current on rabies.

2-Provide a copy of the dog's current dog license (document not tags) *if your dog is currently licensed the rabies information will be on the dog license.

3-Pay subsequent redemption fees.

** Please be advised, redemption fees are set by the town in which the dog is seized; those fees are collected by Elmore SPCA and then forwarded to the municipality. **

Elmore SPCA will be at Champlain Centre Mall on Saturday, August 16, with adoptable animals from 11am to 2pm.

As we are working to meet our required reduction levels of animals in shelter, Elmore continues to offer courtesy listing by owner on our adoption page. The animals offered by courtesy listing are unknown to Elmore and we make no claims as to their temperament or the reliability of the information included in their description.

We are seeking your assistance in addressing a pressing challenge to the Elmore SPCA operational budget.

Over the past few months, we have been overwhelmed by a substantial increase in extraordinary veterinary care costs. This surge has resulted in significant expenses, totaling $13,655.19, for the treatment of just Parvo and heart worm. It is important to note that this figure does not include the regular veterinary care that our animals receive, as seen in the image included with this post.

Our need for community support is more important than ever. Our doors remain open to assist animals only with your donations. This added request is challenging, especially given the upcoming New York State shelter animal care legislation that mandates upgrades to our shelter facility costing hundreds of thousands of dollars to sustain our vital services at minimum operational levels.

The shelter is in need of wet and dry puppy food. We use brands like Purina, Nutro, 4Health, etc. thank you everyone for your support and for helping our puppies grow big and strong! 🐾🩷
