It lands on small, local rescues like ours, already stretched beyond capacity.

We are all drowning.

Spay and neuter is not optional.
It is the only way out of this crisis.

I am writing as a supporter of the Enfield Community Cat Project and as a concerned member of the community regarding the recent situation at the condemned Bradley Inn hotel in Windsor Locks.

Several domesticated cats were left behind inside the building after it was condemned. These animals were abandoned and trapped inside the structure with no clear process in place to ensure their safety. Volunteers from Enfield Community Cat Project ultimately stepped in to rescue the cats, but the situation revealed a serious gap in protections for animals when buildings are condemned or vacated.

No animals should ever be left behind to suffer simply because a property is being closed or condemned.

In response to this incident, a proposal called Bradley’s Law has been drafted. The goal of this legislation is to require that condemned or vacated buildings be inspected for the presence of domesticated animals before they are secured. The law would also require documentation of those inspections and notification of animal control if animals are found.

This is a reasonable and humane step that would help prevent animals from being abandoned in dangerous conditions.

I respectfully ask that you review this proposal and consider supporting or sponsoring Bradley’s Law so that what happened at the Bradley Inn never happens again.

No cat should lose their claws just for human convenience.

In 2025, Gavin Newsom signed a law in California banning cat declawing unless it is medically necessary.

The legislation was introduced by Alex Lee, who pushed for stronger protections for cats across the state.

Declawing is not just trimming a nail. The procedure actually removes part of the cat's toe bone, which can lead to lifelong pain and complications.

Animal welfare experts say declawed cats may also suffer from nerve damage, infections, and long-term behavioral problems.

With the law now in effect, veterinarians can only perform the surgery if it is necessary to treat a medical condition.

Supporters say the decision reflects a growing understanding that cats deserve protection from unnecessary and painful procedures.

Because protecting furniture should never come at the cost of a cat's well-being.
