Yes, two female dogs (dams) can co-parent puppies, and they sometimes share nursing and care duties. However, this behavior is risky. It requires a very strong, stable bond between the dogs and close human supervision, as strong maternal instincts can easily trigger dangerous fights. We only allow Pepper and Honey to co parent when we are in the room with them. Never without supervision.
