On Tuesday, April 15, the Mount Pleasant city council and Mayor Tracy Craig unanimously passed four additions to the Animals Code of Ordinance for the city. Over the past several months, citizens have stepped up during public comments to notify the council of their concerns about the overflow of strays in the city, county, and at local animal shelters.

On Tuesday, April 15, the Mount Pleasant City Council members voted to pass four ordinances within Chapter 97 of the City of Mount Pleasant ordinances related to animals. In the meantime, we will be updating our contracts for Return to Owner’s, and we will be hosting a FREE MICROCHIP EVENT for the month of MAY. This FREE MICROCHIP EVENT will be for the City of Mount Pleasant residents ONLY. We will look into hosting another free microchip event for all of Titus County in the future.
§ 97.11-DOG AND CAT MICROCHIPPING REQUIRED:
This ordinance requires the microchipping of all cats and dogs over four months within the Mount Pleasant city limits.
§ 97.13-DISPLAYING AND EXCHANGING ANIMALS IN A PUBLIC PLACE:
It shall be unlawful for any person to advertise, display for purposes of sale or ownership change, transfer ownership, offer to transfer ownership, lease, sell, rent, or give away any animal, regardless of age, on any roadside, public right of way, commercial parking lot, garage sale, flea market, festival, park, community center or outdoor public place within the city limits of Mount Pleasant.
§ 97.16-FEEDING OF STRAY ANIMALS PROHIBITED:
It shall be unlawful for any person to feed or to place food of any kind with the intent of feeding stray animals. This attracts not only stray animals but wild animals to one’s residence and is a hazard to those living around that neighbor and puts others, and their pets, in danger.
§ 97.49-REDEMPTION OR ADOPTION:
Requiring the sterilization of an animal that is impounded prior to redemption by the owner at the owner’s cost. Owners who have an animal impounded will have 30 days, similar to adoptions, to have their dog/cat spayed or neutered. Animals impounded are typically found at large and, while at large, contribute to the unwanted puppy/kitten litter. With the combination of microchipping, used to track the animals and pet owners we encounter, with this ordinance, we believe it will have a reducing effect on our stray animal population.
