We are thankful for the support of the Montgomery County Sheriff’s Office in enforcing the law for animal cruelty. Animal cruelty is a crime that Animal Services sees frequently, in this case animal control officer Amber Morton helped procure, and process this deceased animal that was killed by its owner and assisted in the investigation and evidence gathering of the crime. We thank them for their hard work and dedication.

In this county we take animal cruelty very seriously.

ANIMAL CRUELTY ARREST

Saturday August 9, 2025, Montgomery County Sheriff's Office Deputies responded to Yates Place Campground located on Dusty Level Road in Troy in reference to a report of animal cruelty. The responding Deputies immediately began their investigation and made contact with the owner of the dog who was suspected to have killed the dog. The dog's owner informed Deputies that he killed the dog because it had rabies. Deputies located the remains of the dog in nearby woods, observing that it had been struck numerous times by an unknown sharp object suffering severe lacerations to its neck and legs. Deputies located a brush axe belonging to the owner at the campsite and learned that the owner used the axe to dispatch the animal. Deputies immediately contacted Montgomery County Animal Control to assist with having the remains tested for rabies. The remains were tested which yielded a negative rabies result. Montgomery County Deputies concluded their investigation on Wednesday August 13, 2025, and took Angel Francisco Bustillos age 21 of Charlotte into custody and charged him with one count of FELONY CRUELTY TO ANIMALS. Bustillos is currently being held in the Montgomery County Detention Center under no bond.
Sheriff Pete Herron stated that the Montgomery County Sheriff's Office takes cruelty to animal cases very serious and is thankful for the partnership with Montgomery County Animal Control.
Per NC General Statute 15A-532 bond amounts are not set by law enforcement officers.
