The second largest proposed development in St. Lucie County history is not getting a vote anytime soon.

Commissioners voted Tuesday night to table the Indrio Groves rezoning and development agreement indefinitely. No new hearing date has been set. The project must be re-noticed before it can return to the board. It has now been heard four times without a final vote.

The project: Lennar Homes is proposing 3,081 homes, a commercial village, a daycare center, a dedicated school site, and over 440 acres of open space on 1,027 acres in the far north end of the county near Koblegard Road.

What public comment raised Tuesday:

One resident asked a question that did not have a simple answer: when a development this size comes in outside the urban service boundary, who actually pays for the increased demand on police, fire, roads and schools? County staff walked through what the land development code requires developers to cover, but Commissioner Clasby was direct with the audience: ongoing service costs like deputies and firefighters still fall on taxpayers, even as new residents in the development pay into the tax base.

A separate speaker raised the evacuation angle. He pointed out that on the Fourth of July his wife spent nearly an hour traveling a route that normally takes five minutes, and asked whether the county is designing this area for the long term or just approving one project at a time until the roads are overwhelmed.

Worth noting: Commissioner Townsend has recused herself from every vote on this project due to a close personal relationship with one of the attorneys representing the developer. The project sits inside her district.

What’s next: No date has been set. The item will need to be re-noticed before it returns to the board.
