City of De Leon Animal Shelter The De Leon Animal Shelter is a non-profit municipal department, that is used to house unwanted or lost dogs.

The City would like to encourage residents to register their pets with the City and to make sure that your pet is vaccinated for rabies. The Animal Control Officer does his best in locating the animals owner, so that the animal is returned to his/her home. The Shelter scans each animal brought in for a microchip in order to locate the owner of the animal.

‼️FYI to ALL who TNR/TNVR‼️

Please understand a cat returned to the same area/location under the TNR/TNVR protocol is NOT against Texas State law…

In 2023 State Law Texas passed legislation (HB 3660) protecting trap-neuter-return (TNR) programs, which allow for the humane management of feral cat populations by capturing, sterilizing, and then returning them back into the exact area they came from.

State law overrides city ordinances.
Mid-Cities Community Cats President Joe Stout testified in Austin to help pass HB 3660 into law.

TNR/TNVR (trap-neuter-vaccinate-RETURN) Is NOT considered abandonment under Texas State law… HB 3660.

Also there is a State Bill HB 2127 that states city ordinances CANNOT override State Laws.

If you are being told that TNR/TNVR is against the law in your city because it is abandonment… as long as the TNR/TNVRed cat is returned in the same location the cat came from…this is misinformation. And unfortunately we have seen misinformation concerning TNR/TNVR given way too often.

Please know your laws and if you are told by city officials otherwise…. Please show them these laws and also keep a copy of the laws when TNR/TNVRing.
