🤩🐎At the James River Horse Foundation, our mission has always been about second chances. Every horse deserves another chance. Every person deserves the opportunity to discover hope, purpose, and a path forward. Together, they’re changing each other’s lives.

Most people know us for giving retired Thoroughbred racehorses the opportunity to heal, find purpose, and begin new lives. But our mission doesn’t stop with the horses.

In partnership with the VA Department of Corrections, we also invest in the women who care for them. Through patience, responsibility, trust, and teamwork, these women develop valuable job skills while rediscovering confidence, purpose, and hope for life beyond incarceration.

One participant shared these powerful words:

”…I feel like just being here and accomplishing what I have with the women I’ve grown to love and trust has changed how I treat myself and them. And caring for the horses has reminded me I am capable of all the things I forgot that I loved. I love animals and life and laughing and crying and being part of a team. I could write forever about this but in a nutshell, this program means more than anything else has during my incarceration because it showed me that I am still me and that I have so much to look forward to.”

Tomorrow we will honor a true legend of the James River Horse Foundation—our beloved retired Thoroughbred, Covert Action, who touched so many lives off the track. 💔🐎

As our longtime mascot, he represented everything we stand for: heart, resilience, and the incredible second chances these horses deserve after their racing careers.

To celebrate his life and help us continue our mission, we’re hosting a special raffle fundraiser. All proceeds will go directly toward the care, rehabilitation, and rehoming of other retired Thoroughbreds in need—carrying forward the spirit of Covert who meant so much to us.

With heavy hearts, we said goodbye to Covert Action today. The beloved grandson of Secretariat was 31 years old. Covert Action arrived with the very first horses at State Farm Work Center on November 12, 2007. He has served as the mascot and ambassador for the James River chapter of TRF and subsequently the James River Horse Foundation ever since. Covert Action was born on March 17, 1995, in Ontario, Canada. Through the years, he was a favorite for many who visited the horse barn at State Farm Work Center, a celebrity in his own right. His current handlers in the horse program at State Farm say he will be remembered as "laid back, goofy, a social butterfly with humans and horses alike.” While Covert Action had an unremarkable career as a racehorse (26 starts, 3 firsts, 5 seconds, and 2 thirds, earning $22,569), he was incomparable in his role as teacher for the program participants. His patience and generosity of spirit, coupled with his strong sense of right and wrong, was integral to the way he guided countless men and women through the program. Covert Action’s mane has soaked up a thousand tears over the years, and he has empowered so many men and women to find their confidence and grow in themselves through their work with him. Covert Action leaves behind an enormous legacy, and he will be deeply and sorely missed!
