You’re thinking about a puppy. Germany is thinking about the puppy’s whole life.
In some parts of the country, first-time dog owners have to pass a written test before they bring a dog home. Then there’s a practical check in the first year. It’s not about trick questions. It’s about food, vet care, safety, and reading a dog’s body language. The basics that keep animals safe and families happy.
Lower Saxony made this the norm back in 2013. You study a little, take the theory test, then prove in real life that you can handle everyday situations. It’s calm, clear, and fair.
Berlin went another way. The city asks for a dog handler certificate if you want your dog to be off-leash in most places. It’s optional, but it encourages training and respect in busy streets and parks.
I know tests can sound cold. But this is a small pause before a big promise. A way to make sure people are ready for the early mornings, the muddy paws, and the hard choices when a dog is sick or scared. A way to stop impulse buys and reduce the number of dogs given up when things get tough.
If we truly love dogs, we prepare for them. We learn. We show up. A short exam today can mean fewer tears tomorrow - and more long walks, steady routines, and soft, sleepy snoring at your feet.
