ยื่นขอ BOI ต้องมีกระบวนการใดบ้าง? (Eng Version Below)
สำหรับผู้ประกอบการที่ต้องการจัดตั้งโรงงานและยื่นขอส่งเสริมการลงทุนจาก BOI หรือ สำนักงานคณะกรรมการส่งเสริมการลงทุน สิ่งสำคัญที่สุด คือ การเตรียมพร้อมในด้านต่าง ๆ โดยเฉพาะการเตรียมเอกสาร ทำความเข้าใจขั้นตอนและรายละเอียดในการยื่นขอ BOI ซึ่งเบื้องต้นสามารถแบ่งเป็น 4 ช่วงหลัก ๆ ดังนี้
1-ขั้นเตรียมความพร้อมก่อนเริ่มยื่นคำขอ 📝
• ตรวจสอบว่าโครงการ/กิจการของบริษัท อยู่ในประเภทที่ BOI สนับสนุนหรือไม่
• ศึกษาสิทธิประโยชน์ที่ได้รับ เช่น ยกเว้นภาษี, สิทธิ์ถือครองที่ดิน, สิทธิ์นำเข้าเครื่องจักร ฯลฯ
• จัดเตรียมข้อมูลสำคัญ เช่น วัตถุประสงค์โครงการ, แผนการลงทุน (CAPEX, OPEX) กรณีการเช่าอาคารหรือโรงงานให้ใช้ค่าเช่าตามสัญญาการเช่า ทั้งนี้จะต้องมีระยะเวลาการเช่า มากกว่า 3 ปี, แผนการผลิต / ให้บริการ, เทคโนโลยีที่ใช้ / ความเป็น High Value, แผนการจ้างงานคนไทย/ต่างชาติ
2-ขั้นยื่นคำขอ (Online E-Investment ผ่าน BOI) 📝
• กรอกแบบฟอร์มคำขอผ่านระบบ BOI e-Investment Promotion ทาง www.boi.go.th
• แนบเอกสาร เช่น Company profile / แผนธุรกิจ, แผนที่ตั้งโรงงาน, แผนการเงิน / แผน I/E รายได้-ค่าใช้จ่าย, ใบอนุญาต/มาตรฐานสากล (ถ้ามี)
• เจ้าหน้าที่ BOI จะพิจารณา และนัดหมายเพื่อชี้แจงโครงงการภายใน 10 วันทำการนับตั้งแต่วันยื่นคำขอรับการส่งเสริม
3-ขั้นพิจารณาและอนุมัติ ✅
• BOI จะวิเคราะห์โครงการโดยใช้ระยะเวลาการพิจารณาตามขนาดการลงทุน ลงทุนไม่เกิน 200 ล้านบาท พิจารณาภายใน 40 วันทำการ, ลงทุนไม่เกิน 2,000 ล้านบาท พิจารณาภายใน 60 วัน, ลงทุนมากกว่า 2,000 ล้านบาท พิจารณาภายใน 90 วัน
• อาจมี การประชุมชี้แจง (Clarification) กับเจ้าหน้าที่เฉพาะด้าน
• หากคุณสมบัติครบ จะเสนอเข้า คณะอนุกรรมการ / แจ้งผลการพิจารณาภายใน 7 วันนับตั้งแต่วันที่รายงานการประชุม
• เมื่ออนุมัติแล้วจะได้รับ BOI Approval Letter
4- ขั้นหลังอนุมัติ 🏭
• ยืนยันการใช้สิทธิ์และยื่น ขอรับบัตรส่งเสริมการลงทุน (BOI Certificate)
• ยื่นขอ สิทธิ์นำเข้าเครื่องจักร / ยกเว้นภาษีนำเข้า
• ดำเนิน Project ตาม Timeline ที่ BOI กำหนด
• รายงานความคืบหน้าการลงทุนผ่านระบบของ BOI
• เมื่อเริ่มมีรายได้จริง สามารถยื่นขอรับสิทธิ ยกเว้นภาษีเงินได้นิติบุคคล (CIT Exemption)

What are the key steps to apply for BOI promotion?
For entrepreneurs planning to establish a factory and applying for investment promotion from the Board of Investment (BOI), preparation is the most crucial stage — especially understanding the process, preparing relevant documents, and ensuring compliance with BOI requirements.
The overall BOI application process can be divided into four main phases as follows:
1. Preparation Before Submitting the Application Phase 📝
• Verify whether your business or project is eligible under BOI-promoted activities.
• Study the available incentives, such as corporate income tax exemption, land ownership rights, and import duty exemptions for machinery.
• Prepare key project information, including project objectives, investment plans (CAPEX, OPEX), production or service plans, technology to be used, high-value characteristics, and plans for Thai and foreign employment. In the case of leasing a factory or building, the lease agreement may be required to have a minimum term of 3 years or more.
2. Application Submission Phase (Online via BOI E-Investment System) 📝
• Complete the online application form through the BOI e-Investment Promotion system at www.boi.go.th
• Attach supporting documents such as company profile, business plan, factory location map, financial plan or income/expense projections, and any relevant licenses or international certifications (if applicable).
• BOI officers will review the application and schedule a project presentation meeting within 10 working days after submission.
3. Evaluation and Approval Phase ✅
• The BOI will evaluate the project within a specific timeframe based on the total investment size:
- Investment not exceeding THB 200 million: within 40 business days
- Investment not exceeding THB 2,000 million: within 60 business days
- Investment exceeding THB 2,000 million: within 90 business days
• A Clarification meetings may be required with relevant officers during the review process.
• Once the project meets all qualifications, the project will be presented to the subcommittee for consideration. The results will be notified within 7 business days after the meeting’s approval.
• If approved, applicant will receive a BOI Approval Letter.
4. Post-Approval Phase 🏭
• Confirm the use of privileges and apply for the BOI Promotion Certificate.
• Apply for import duty exemption on machinery and other related eligible items.
• Implement the project according to the approved BOI timeline.
• Submit investment progress reports through BOI system.
• A Once the project starts generating revenue, apply for Corporate Income Tax (CIT) Exemption as granted.
