In Pakistan, where stray dogs roam the streets, a humane approach is needed to manage their population and prevent suffering. Trap-Neuter-Vaccinate-Return (TNVR) programs offer a proven solution, improving animal welfare and public health.

- *Population control*: TNVR reduces stray dog numbers by preventing unwanted litters.
- *Public health*: Vaccination protects humans from rabies and other diseases.
- *Animal welfare*: Spaying/neutering reduces aggression and suffering.

In contrast to TNVR, the Indian Supreme Court's recent verdict mandating the capture and confinement of all stray dogs in pounds is a step backward. This approach has been proven ineffective and inhumane, as seen in Islamabad's CDA shelter experiment.

CDA Shelter: A Failed Experiment

The CDA shelter in Islamabad's attempt to confine stray dogs resulted in:
