SUBJECT: ESTABLISHING A PROGRAM FOR CONSERVATION AND UTILIZATION OF DOMESTICATED NATIVE FOOD ANIMALS

WHEREAS, the Philippine Constitution provides for the preservation, conservati

on and development of the patrimony and a comprehensive rural development and agrarian reform;

WHEREAS, the Philippines has rich animal biodiversity among them are the commonly termed native animals which are economic value;

WHEREAS, Philippine native animals such as pigs, ducks and chicken that are used for food are usually discriminated because of their small body size, slow growth rate and unpredictable performance;

WHEREAS, these negative attributes are outweighed by the native animalsโ€™ ability to adapt, survive and reproduce under adverse condition with low production inputs;

WHEREAS, there is a gradual appreciation on native animal products as food in terms of taste and neutraceutical (health) benefits which command a premium price;

WHEREAS, in support of organic agriculture, the potential of native animals should be harnessed in providing income to alleviate rural poverty;

WHEREAS, there are existing efforts on conservation, propagation and utilization however they are fragmented hence a more comprehensive program has to be harmoniously implemented;

NOW THEREFORE, I, PROCESOS J. ALCALA, Secretary of the Department of Agriculture, in accordance with the powers vested in me by law, do hereby issue this Administrative Order Establishing a Program for Conservation and Utilization of Domesticated Native Food Animals and directs the Bureau of Animal Industry to:

1.Formulate, in close consultation with stakeholders a Road Map for the development of domesticated native food animals to include among others the following components:

a. Strengthen the existing National Swine and Poultry Research and Development Center of the BAI to become the Central Coordinating Center and Gene Pool for NAtive Pigs and Poultry;

b. Task the various DA Regional Field Units to develop this initiative by including this project in the existing animal production centers of stockfarms;

c. Establish research collaboration among state universities and other research institutions for technical support in the areas of biotechnology and other fields that promotes the development of the sector;

2. Create a Technical Working Group to facilitate preparatory activities in the drafting of the Road Map, guidelines and other support program including the submission of supplemental budgetary requirement. Expenses incurred in the conduct of preparatory activities including honoraria for resource persons for 2010 shall be charged under the Special Projects Fund of the BAI. This Administrative Order shall take effect immediately. NUESTRO

Cryobank head is 'The Asian Scientist 100'

Dr. Lilian Villamor, newly-conferred Career Scientist I of DA-Philippine Carabao Center, was honored in the Asian Scientist 100 list last August 18.

On its 10th edition, the Asian Scientist 100 features honorees in their roles as researchers and leaders, who have spent their careers pushing the boundaries of science and protecting people and the environment.

Among the 100 Asian honorees, Dr. Villamor is one of the four Filipino scientists who was recognized in the said list this year.

Since joining the DA-PCC in 2014, Dr. Villamor has been instrumental in advancing the operations of the Cryobank Section. Her efforts included drafting DA Administrative Order (AO) No. 31, Series of 2021, which declared the DA-PCC Cryobank as the National Livestock Cryobank (NLC), and Memorandum Circular (MC) No. 04, Series of 2022, which detailed the implementing guidelines for the NLC. Her contributions also extended to developing protocols for the collection, cryopreservation, and databanking of animal genetic resources (AnGR), facilitating access to AnGR, and conducting awareness campaigns.

Dr. Villamor led a research project under the DA Biotech program that revealed the genetic diversity of the Philippine carabao. She also spearheaded a team of young researchers on two national projects funded by the DA Bureau of Agricultural Research and the National Livestock Program. These projects focus on optimizing the cryopreservation of genetic resources from swine, cattle, and goats for conservation and management at NLC.

Additionally, she received the Prof. Yoo Hang Kim Young Women Scientists Award from the Association of the Academies and Societies of Sciences in Asia (AASSA) and was one of the eight awardees in the 9th Filipino Faces of Biotechnology from the DA-Biotechnology Program Office in 2024.

Dr. Edwin C. Atabay, Scientist II of DA-PCC, was also named in the same list last 2023 for his work in intensified reproductive management, which promotes technological advancements to improve the reproductive efficiency of livestock.

According to the list, the researcher must have either won a national or international award for their research in the past year, made an important scientific discovery, or shown strong leadership in education or industry to be included on the list. [By: France Joseph O. Pascual]

Dr. Lilian P. Villamor is the Head of the National Livestock Cryobank (NLC) and a Senior Science Research Specialist at the Department of Agriculture-Philippine Carabao Center (DA-PCC). She specializes in the conservation of animal genetic resources, contributing to sustainable livestock production systems.

Dr. Villamor played a key role in establishing the NLC and drafting the Department of Agriculture Administrative Order No. 31, which formally designated the DA-PCC Cryobank as the NLC. From 2015 to 2019, she led the BIOTECH-R1506 project, funded by DA-BAR and DA-BPO, which identified pure-type swamp buffaloes and established a Carabao Sanctuary on Calayan Island and Pitogo Island in Bohol. Her research from 2021 to 2023 confirmed that swamp and riverine buffaloes are distinct species, supporting the revival of Bubalus kerabau Fitzinger, 1860 as a separate classification for swamp buffaloes.

Her work on whole genome sequencing of the Philippine Carabao has provided critical insights into genetic traits relevant to conservation, health, and breeding, leading to increased market value and improved conservation strategies. A 2021 study further highlighted the decline in native buffalo genetic lineages, emphasizing the need for preservation.

Dr. Villamor currently manages two national projects funded by DA-BAR and the National Livestock Program (NLP), which focus on semen profiling and cryopreservation protocols essential for the NLC (2023-2024). These initiatives have paved the way for a new project utilizing cryopreserved semen from swine and goats for sustainable genetic resource management.
