𝗕𝗮𝗿𝗸𝗶𝗻𝗴 𝗡𝗲𝘄𝘀: 𝗖𝗲𝗯𝘂 𝗖𝗶𝘁𝘆, 𝗜𝘁𝗶𝘁𝗶𝗴𝗶𝗹 𝗻𝗮 𝗮𝗻𝗴 𝗣𝗮𝗴-𝗶𝗺𝗽𝗼𝘂𝗻𝗱 𝗻𝗴 𝗠𝗮𝗹𝘂𝗹𝘂𝘀𝗼𝗴 𝗻𝗮 𝗔𝘀𝗼𝗻𝗴 𝗚𝗮𝗹𝗮

Simula ngayong Hunyo, hindi na i-impound ng Cebu City Department of Veterinary Medicine and Fisheries (DVMF) ang mga healthy stray dogs o malulusog na a*ong pagala. Ayon kay Dr. Alice Utlang, hepe ng DVMF, ang mga ganitong a*o ay malamang may tag-iya at hindi dapat ikulong sa pound.

Sa panayam, sinabi ni Utlang na ang mga a*ong mataba, maganda ang tindig, at walang galis ay indikasyon ng may-ari. Kapag nakita ng kanilang opisina ang ganitong kondisyon ng a*o, bibigyan ito ng bakuna at lalagyan ng pink na pintura bilang palatandaan. Kapag nakita ulit ito sa bahay ng may-ari, agad silang bibigyan ng citation ticket bilang parusa sa pagiging iresponsableng pet owner.

Ito ay kasunod ng mga viral na larawan noon ng siksikang mga a*o sa city pound na tila hindi makakilos sa dami. Ayon kay Utlang, dapat ay hindi pinarurusahan ang mga hayop na hindi naman agresibo o may sakit, bagkus ang dapat managot ay ang mga may-ari na nagpapabaya. Tanging ang mga a*ong agresibo o may sakit na lang ang i-impound ng lungsod.

Ang hakbang na ito ay layuning mapabuti ang kalagayan ng mga hayop habang isinusulong ang responsableng pag-aalaga ng alagang hayop sa lungsod. Ipinapaalala din nito sa mga fur parents ang kahalagahan ng tamang pagpaparehistro, pagpapabakuna, at pagbabantay sa mga alaga upang maiwasan ang multa, rabies, o pagkahawa ng sakit sa komunidad.

Hinihikayat ng DVMF ang mga pet owners na maging mas responsable—gamitin ang leash tuwing lalabas, panatilihing bakunado ang alaga, at irehistro ito sa tamang ahensya. Isa ring solusyon ang paggamit ng pet microchips at digital registration systems gaya ng alok ng mga grupong gaya ng Petdentity, upang mabilis matukoy kung sino ang may-ari sa oras ng insidente.

Why don’t Trap and Kill methods work? The Vacuum Effect explains this.

When a population of cats (or other animals) are removed from their territory, it creates an opening or “vacuum.” This causes a temporary dip in the population. However, since the previous colony was there because of available resources, a new batch will soon come to take their place, thus repeating the cycle.

This is why Trap and Kill methods are not only inhumane, but ultimately futile and ineffective in solving the stray problem.
