Baliw-Baliw | Keeping the Fun, Losing the Harm
As May arrives, the lively sounds of drums, vibrant costumes, and cheerful voices echo through the streets of Barangay San Vicente, Olango Island, reflecting the community's deep-rooted Catholic faith and strong cultural identity.
The colorful Baliw-Baliw Festival, however, has not been without controversy. Years of criticism over animal abuse and "law-ay" practices prompted significant changes in how the festival is conducted. Today, symbolic props such as stuffed toys have replaced live animals, and the City Veterinary Office has tightened compliance with the Animal Welfare Act of the Philippines (RA 8485, as amended by RA 10631), ensuring a more ethical and responsible approach to the celebration.
This year, no animals were observed being sacrificed or mistreated during the festival. City Veterinary Office Inspector Jovito Malubay shared that their visit to Barangay San Vicente was part of ongoing efforts to enforce animal welfare ordinances throughout the conduct of the festival.
"Naa tay ordinances nga dili gyud nato pasakitan ang mga live animals, mao na karon nga ang atoang mga taga City Vet nibisita didto sa Olango, nakig meeting gyud sa ilang mga opisyales didto sa Barangay San Vicente nga ato nang gibawal ang paggamit sa mga live animals," he said.
The office conducted simultaneous inspections and ensured proper documentation in coordination with local authorities, the barangay council, and festival organizers to uphold animal welfare protocols.
City Veterinarian Dr. Janice Tugonon reminded the community that animals must never be subjected to harm for entertainment, and that proper care must always be observed whenever animals are involved in cultural events.
The evolving celebration of the Baliw-Baliw Festival reflects Barangay San Vicente's commitment to balancing cultural preservation with growing awareness of animal welfare, proof that traditions can change with compassion intact.
In conjunction with the festival, the Lapu-Lapu City Government also brought its Libreng Serbisyo Para sa Tanan program to the community, delivering essential services to residents under the leadership of Mayor Cindi King-Chan, supported by Congressman Junard "Ahong" Chan, Vice Mayor Celedonio Sitoy, members of the Sangguniang Panlungsod, and partner agencies.
The City Veterinary Office continues to offer regular programs, including free anti-rabies vaccination, spay and neuter services, deworming, and livestock vitamin supplementation, to promote responsible pet ownership and animal welfare across Lapu-Lapu City.
