In pursuit of sustainable development in upland areas, the Department of Environment and Natural Resources (DENR) Caraga and 16 Community-based Forest Management-Peopleโs Organization (PO) beneficiaries formally signed a Memorandum of Agreement (MOA) on July 3, 2025, at the DENR Regional Learning Center, for the implementation of CBFMโ Comprehensive Agrarian Reform Program (CBFM-CARP) projects for Calendar Year 2025, amounting to โฑ14,157,948.50 million.
The agreement supports the implementation of agroforestry and livelihood development initiatives to improve the socio-economic well-being of upland and coastal communities while ensuring the sustainable management of forestlands and coastal zones entrusted to these community stewards.
The projects are in accord with DENR Department Administrative Order No. 2004-29, which outlines the revised rules and regulations on CBFM implementation, alongside other related CBFM-CARP issuances.
During the event, OIC-Regional Executive Director Maritess Ocampo addressed the beneficiaries, emphasizing the importance of transparency, accountability, and integrity in the project implementation. She acknowledged the DENRโs efforts in securing funding for the initiative and guaranteed the agencyโs support for grassroots development.
RED Ocampo also announced the launching of the DENRโs new tenurial instrument โ the Sustainable Forest Land Management Agreement (SFLMA) โ which will eventually replace previous tenurial instruments issued under the departmentโs forest management programs. The SFLMA, she said, reflects DENRโs shift towards a more holistic and climate-responsive framework for land stewardship.
Assistant Regional Director for Technical Services, Attorney Redemtor A. Oja, in his message of support to the PO beneficiaries, reminded them that opportunities like this come only once and encouraged them to make the most of it by faithfully complying with the terms of their agreement.
In response, the PO beneficiaries expressed their gratitude through Mrs. Teresita G. Sergio, Chairperson of the Motong Falls Farmers Association (MFFA), who, in her message, thanked DENR Caraga officials for their unwavering support for their organization. She shared how the projects provided through CBFM-CARP have changed lives in their community, enabling them to send their children to school, with some already having completed their college education. She emphasized that they will always be grateful for the opportunities afforded to them.
The projects under the MOAs will benefit a total of 573 individuals/ beneficiaries from the 16 POs in the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, and Surigao del Sur.
