It was the failure of the JCF to protect the disabled school community from extortion that create Dog Paw as the youths going pooled their resources to initially fund the group of young men their so they could buy guns to protect them. Something the State and the security force failed at. as Robert Collie would say pree that! Justice is gray here as too politics as these gangs were used in Kintire/papine by the political parties.
