Is poor recall acceptable if your dog is friendly?

Mondays talking point

It’s the phrase that makes lead-walking owners everywhere collectively hold their breath. You’re having a peaceful stroll, and suddenly... Buster appears. He’s running, he’s excited, and he has zero intentions of listening to his frantic owner shouting in the distance.
This scenario splits the dog world down the middle.
The "Freedom & Socialization" Camp: Arguing that parks are shared spaces, and as long as the dog isn't aggressive, people shouldn't overreact. Perfect recall is hard to achieve, and dogs need that freedom.
The "Control & Respect" Camp: Insisting that if you don't have a reliable, bulletproof recall, your dog should not be off-lead. An uncontrolled dog can traumatize a reactive dog, knock over children, or run into a road.
