International Students: Are you affected by Home Office action?

On 24 June 24 2014, the Home Office took action against three universities and 57 private colleges which will impact their ability to recruit new international students. Since then a number of institutions have also had action taken against them. Some institutions are no longer able to teach international students, and their students need to find a new place to study.

UPDATE for Students affected by the sponsorship crisis – November 17 2014 – 60-day curtailment letters to be released today

Today the Home Office will begin sending out letters to students who are studying at or who have an open application from private colleges whose Tier 4 licence has been revoked or surrendered to give them 60 days to find a new place to study or to leave the United Kingdom.

Letters to students will go out in groups, beginning with the first institutions to surrender their licence or have their licence revoked. Students will receive letters over the next three weeks which may outline the following:

The student has 60 days to find a new sponsor and apply for a new visa with a new CAS from that sponsor.
Students may be assisted in finding a new sponsor through a course information web-tool which will give them a list of sponsors who have come forward to offer places to students from revoked institutions who can meet the academic, immigration and financial requirements. Students will receive an individual code which will give them access to the web-tool via the link also provided. Some students will not have this information in their letter as they will not have access to this web-tool.
Assistance can be found from a number of sources including the UKCISA Student Advice Line, NUS and the Home Office helpline.
Access to the course information web-tool is restricted to those students who have received a personalised code in their letter from the Home Office. The Home Office has made the decision that not all students are eligible for this code, and so some students will not have this information in their letter.

If you have any questions regarding the letters or your eligibility for a personalised access code please call the Home Office student helpline on 0114 207 1688.

For students who are eligible, the web-tool will provide information on sponsors who have identified that they have places for students to apply to specific courses. Students will first enter their unique code and then be asked a series of questions, intended to understand better the course they want. The web-tool will provide a list of potential sponsors only. It is up to the student to contact those institutions for the application process.

Students with a new sponsor will need to complete a new visa application (or vary their current open visa application) in the normal way.

UK latest: 65 colleges lose licences, 600 students removed

More than 300 individuals have been removed from the UK, another 300 are on course to be removed and 65 private colleges have lost their Highly Trusted Status enabling them to recruit Tier 4 international students as a result of a government crackdown on testing and visa fraud.

Change in immigration procedures after arrival

The Home Office plan to implement major changes to the way that it issues permission to people who come to the UK for more than six months. Full details of these changes have yet to be released, but it is proposed that they will start at the end of February in Pakistan. UKCISA have summarised the proposed changes for students:

Increase in visa application fees from April 2015

The Home Office propose to increase the cost of visa applications from April 2015. The new fees are likely to be:

Tier 4 (General) application outside the UK - £322
Tier 4 (General) standard application in the UK - £439
Tier 4 (General) premium application - £839
Student Visitor - £85
Tier 1 (Graduate Entrepreneur) in the UK - £456
Tier 1 (Graduate Entrepreneur) outside the UK - £335


Introduction of Priority Visa Application Service in China

The Home Office have now introduced a priority visa application service for Tier 4 applications in all 12 Chinese visa application centres across China. The Home Office advise applications through the priority service will be processed within 5 working days.

Early release for internship schemes in 2015

As in previous years, the Home Office have given permission for LSE to release students early for the Summer vacation / before your official programme end date to begin a formal internship scheme.

You must seek formal permission from both your academic department and the Registry before you can start working full-time on your internship scheme. Full details can be found on our working during your studies web page.

New Tier 4 visa condition

10 November 2014

A Tier 4 visa that you applied for on or after 6 November 2014 will have a new study condition: you can only use it to study the specific programme named on your CAS. This means that if you wish to progress to a new programme at LSE at the end of your visa, you will need to make your Tier 4 extension application before you can register.

Previously, a Tier 4 visa for study at LSE allowed you to start a new programme at LSE during the period at the end of the visa (which can be up to 4 months), without making a Tier 4 extension application until that visa was about to expire. In practice, people did often apply for the Tier 4 extension before registering on the new programme anyway, but it was not required.

For clarity, simplicity and good practice at Registration, it is likely that the School will in future require all students to make their new Tier 4 application before they can register on a new programme, regardless of when they applied for their current visa.

Appeals replaced with Administrative Review

10 November 2014

For Tier 4 applications made on or after 20 October 2014, the Appeals process for refusals has been replaced by Administrative Review (AR). An AR is when the Home Office reviews the decision-making process made by the caseworker when considering the application. It is not a legal process handled by the Immigration Tribunal.

UKCISA has prepared detailed information for students about your options after a Tier 4 refusal. As well as AR, it includes information about Appeals for those who made their Tier 4 application before 20 October 2014:
