Dear Customer,

Please see below the current customs requirements for vehicles travelling with non-commercial pets.

At present, the procedures are still being clarified by French customs. However, the following guidance should be followed until further notice.

UK → France Movements (Vehicles Carrying Non-Commercial Pets)

Required customs procedures:
• ELO (Envelope Logistique Obligatoire)
· The ELO should be created and declared as EMPTY.
· No MRNs are required to be added to the ELO at this time.
· This remains a temporary process until French customs confirm the updated procedure.

• GMR (Goods Movement Reference)
· The GMR must be created as “carrying goods”.
· You must use the VERBAL DECLARATION option, Do NOT select the “empty vehicle” option.
· No MRNs are required on the GMR.

• EU Safety & Security Declaration
· An EU safety declaration MRN is still required.
· However, there is currently no system available to attach this MRN to either the ELO or GMR.

France → GB Movements (Vehicles Carrying Non-Commercial Pets)

· French customs previously advised that commercial vehicles carrying non-commercial pets did not require an ELO.
· However, until final confirmation is received, an ELO should still be created and declared as EMPTY.
· No MRNs are required on the ELO.

• GMR (Goods Movement Reference)
· The GMR must be created as “carrying goods”.
· You must use the VERBAL DECLARATION option, Do NOT select the “empty vehicle” option.
· No MRNs are required on the GMR.

• GB Safety & Security Declaration
· A GB safety declaration MRN is still required.
· However, there is currently no system available to attach this MRN to either the ELO or GMR.


Important Notes
These procedures apply only to vehicles transporting NON-COMMERCIAL pets, Drivers must confirm the number of pets in the vehicle at the port when checking-in.

Vehicles travelling completely empty should continue to use:
· ELO declared as EMPTY with no MRNs
· GMR declared as EMPTY with no MRNs

Guidance may change once French customs confirm the final process, and we will update everyone accordingly.
