The thermoregulation process, the panting, the seeking of shade, the constant monitoring of core temperature, uses cognitive and physiological resources that would otherwise be available for learning, processing, and responding to you.

The processing power is there but it is being shared between more tasks than usual.
The result is a dog that is slower to respond, quicker to become overwhelmed, and less able to sustain focus than the same dog in cooler conditions.

The dog that walks past another dog without reacting in February might struggle with that same situation in July.
Not because the training has disappeared. Because the resources available to access it have been temporarily reduced.
