I believe this is a solid starting point. I’m a licensed and inspected Goldendoodle breeder based in Kawartha Lakes, and I appreciate any steps toward improving animal welfare and breeding standards in Ontario.
That said, some of the suggestions could benefit from further refinement. Most importantly, we need stronger and more consistent enforcement, especially when it comes to large-scale operations and unregulated puppy mills, including those operated by some Mennonite communities.
One idea I strongly support is requiring microchipping, with the breeder remaining listed on the registration for the lifetime of the dog. This would ensure that breeders are held accountable and can be contacted if a dog ends up in a shelter or rescue situation.
Enforcement remains a major challenge. More staff and resources are clearly needed if we want to see real compliance and oversight. There should also be specific rules preventing "rotating puppy mills," where breeders use Guardian families to whelp and raise litters under the guise of giving them the “experience,” while avoiding detection with their neighbors. This loophole is being exploited, and it’s deeply irresponsible.
