As with anything in dog training, you must understand what a dog is being reinforced by in order to make changes to habits and behaviours.
Ludlow here, is driven by my attention - it doesn't matter whether I was to sternly mark "no!" in an attempt to 'reprimand' him or tell him something like "it's ok bub I'm right here" - these are the things most people would do, but unfortunately all you are doing is reinforcing the behaviour because at it's core - what you are doing is giving the pup attention, and that is what the pup is reinforced by, so the behaviour continues/worsens.
For many dogs, attention is attention, it doesn't matter whether you, the human, deem it as "punishment" because your voice is stern - it's the dog that gets to decide whether they like it or not, not you.
