Gyeonggi Province in South Korea has announced a five year plan to invest 289.3 billion won (approximately $220 million USD) to enhance animal welfare. The initiative, known as the 3rd Gyeonggi Province Animal Welfare Comprehensive Plan, aims to strengthen safety nets, expand infrastructure, promote companion animal culture, and foster related industries. Key projects include operating veterinary forensic centers, supporting disaster and emergency animal rescues, expanding animal protection centers, and promoting education on responsible pet ownership. The plan also focuses on the welfare of farm animals and retired service animals, aiming to double the number of direct protection centers and improve adoption rates. South Korea needs to do more to protect pets during natural disasters caused by climate change. Right now, Korean laws don’t require shelters to accept animals, which can force people to either refuse rescue or abandon their pets. Other countries, like the U.S. and Japan, already have rules to include animals in disaster plans. A new law called the “Disaster Animal Relief Act” is being discussed in Korea to fix this. In the meantime, pet owners are encouraged to register their pets, make an emergency plan, and know where the nearest vet is.

A bill introduced in June by Rep. Lee Sung-yoon would amend South Korea’s Animal Protection Act to allow euthanized animals from shelters to be used for veterinary education and research, instead of being disposed of or cremated as is currently required. Supporters, including the Korean Veterinary Medical Association, argue it could address the shortage of cadavers for anatomy classes, reduce costs, and cut back on the use of live animals in experiments. But animal rights groups strongly oppose it, saying it undermines the dignity of abandoned animals, could lead shelters to euthanize animals unnecessarily, as well as contradict other sections of the law, and violates ethical principles (like the 3Rs: Replacement, Reduction, Refinement).

A 48 year old woman was arrested in Vigan City, located in the northwestern coast of the island of Luzon in the Philippines, following an operation by the Criminal Investigation and Detection Group (CIDG) after a tip from the Animal Kingdom Foundation, for selling dog meat in Barangay Ayusan Sur. Authorities seized nine kilos of dog meat, and rescued one live dog. The suspect claimed the meat was from a dog hit by a vehicle, but faces charges under the Animal Welfare Act of 2017 and the Anti Rabies Act of 2007.

South Korea's dog meat ban, set to take effect in February 2027, has led to the closure of approximately 70% of the nation's 1,537 dog farms. Despite this progress, an estimated 500,000 dogs remain on these farms, many still facing slaughter for meat. While the majority of South Koreans oppose eating dog meat, some restaurants continue to serve it openly. In response, organizations like Jindo Love Rescue and In Defense of Animals are intensifying efforts to rescue and rehome these dogs, facilitating adoptions in North America and seeking flight volunteers to transport them. The upcoming ban introduces legal penalties, including fines and imprisonment, for those involved in the dog meat trade, aiming to eradicate this practice entirely.

Dog War

Each year, tens of millions of dogs are farmed or stolen, and then slaughtered for food throughout Asia. In Korea, popular myth claims that a tortuous and painful death enhances the taste of the meat and the sexual "stamina" of the men who eat it. This increasingly stigmatized trade has become a flashpoint in South Korea, where some believe the Asian custom originated, and where cultural and generational shifts have drawn entrenched battle lines.

DOG WAR follows a team of American combat vets as they join forces with Korean activists to stop the lucrative and powerful dog meat trade. Employing commando practices mostly undercover, they enter and disrupt this shadow world, saving one or hundreds of dogs at a time, and helping to transform an industry and nation. Leaving behind families and critics that question their motives and tactics, they risk it all to fight for those that cannot fight for themselves. DOG WAR goes behind the scenes as the battle unfolds, looking at the complex forces that pit dogs' lives against human livelihood, and revealing haunting truths about the breach of contract with man's best friend.
