Justice for Cissy Delilah: Join the Fight for Chain-Free Dogs in Harris County

I'm still reeling from the devastating loss of my beloved service dog, Cissy Delilah. She was brutally taken from me in our own yard, struck by a heartless driver who didn't even stop.

A neighbor's loose dog was nearby, but Cissy was where she was supposed to be – in our yard. She died in my arms, her pink toenails shining, feet crossed, and eyes locked on mine. I attempted CPR, but it was too late.

Strangers stopped to comfort me, responding to my anguished cries. Their kindness and flowers for Cissy's memorial mean the world.

Cissy was more than a pet; she was my loyal companion, my service dog, and my heart. Her loss leaves an unfillable void.

Rest in peace, dear Cissy Delilah. Your memory will live on in our hearts.

This avoidable tragedy highlights Harris County's outdated ordinances. With massive growth over the past decade, it's crucial we update laws to protect our pets.

I'm calling on animal lovers to join me in advocating for Chain Free Dogs in Harris County. I cannot do this alone, but together we can:

1.⁠ ⁠Update outdated ordinances.
2.⁠ ⁠Educate the community.
3.⁠ ⁠Ensure dogs and people are safe.
4. Update/Increase speed limit signs. It’s 35mph on Martin Rd and no one does that.
5. Add speed tables where needed.
6. Ask for target areas to be patrolled to reduce speeding, and texting while driving.

There are enough chained dogs, a for an attorney to advertise they take dog bite cases!!!

99% of fatal dog bites/attacks are inflicted upon children average age of 5 and the elderly.

These attacks are always by dogs that are/were chained/tethered.

If you have an issue with solitary confinement, jail food being subpar, people being beaten senselessly, cold cells, lack of medical care in jails etc... Then you understand that those abusive tactics don't rehabilitate, but cause life long mental issues that destroy a human. They do the same to dogs.

What's the difference? Dogs didn't do anything to deserve the treatment, not that people should be treated that way either, and dogs can't understand why they're being abused.

I know that if a billboard was put up to make money off dog bites, there's a tether issue.

There are laws against this in Muscogee County, military bases don't allow it, and Georgia laws, if CACC would use them, cover any abuse that could possibly hurt a dog to include flea infestations, medical care not given, heartworms, matted hair, being left outside in inclement weather, dogs abandoned, and if an attorney wanted to fight it, I'd go so far as to say neglected in a backyard tethered or not!!

Our Georgia state laws for are written very purposely in a way so that law enforcement can use WISDOM, GOOD JUDGEMENT, AND COMMON SENSE to protect animals. They aren't trained on this at all.

People are afraid to call CACC for fear of being put down, fear of euthanasia and guilt.

If you or anyone you know has an animal they can't take care of, please advise them to owner surrender their pet to CACC where the animal will have a chance. They're doing the best they can, kind of.

If you can't afford shots, food, and have access to $3000+ for emergency care, a dog probably isn't for you.

PETS ARE NOT FREE EVEN WHEN THEY GIVE THEM AWAY!!! YOU ARE NOT RESCUING AN ANIMAL BY ADOPTING IF YOU CAN'T AFFORD THEM.

Puppies are hard. Hell, all pets are work. If you're not willing to work your ass off to raise an animal. Do not get one.

This is obviously out of control.

One more that's being investigated by the Department of Agriculture with allegations going back as far as FIVE years!!! Where were they before??? This is Georgia with great laws too. There is a HUGE shortage of Department of Agriculture employees without any plans to fix it. fYI
