Pennsylvania adopted new legal standards recognizing companion animals as family members instead of property, changing how courts address custody and safety issues. Judges must evaluate the animal’s well being and can order shared custody arrangements. Under the reform, pets cannot be seized or auctioned to settle debts, and courts may intervene when domestic disputes endanger an animal. Lost pets must be treated as missing family. Pennsylvania joins Alaska, Illinois, and California in making this shift. A University of Pennsylvania study supports the reform by demonstrating measurable emotional bonding and affectionate responses in dogs, creating legal alignment with longstanding beliefs about pets.
