As a thirty year resident of Upland, I have witnessed a transformation take place in our great city, involving scandals, unfulfilled promises of a flourishing budget and thriving downtown, decaying infrastructure, loss and outsourcing of vital services, and mismanagement of budgets. In years past, I have voted for leadership that promised to turn our city around, only to see another term of lacklu

ster results and the inability to follow through on recommendations. The citizens of our beautiful city must have security and peace of mind knowing that when an unplanned event occurs such as a natural disaster, reduction of property values and sales tax revenue, we as your council and stewards to our community can, with confidence, assure each and every one of you that we will get through it with the resources and financial means. Long term planning, not just fiscal year to fiscal year budgets, is vital to accomplishing the dreams and vision of what Upland needs to be in five years and beyond. As your councilmember, you can trust that I will make the right decisions in critical times, and work with my fellow peers and city leaders to create a strategy to make our town thrive. I am humble enough to cast aside personal differences and work for a common cause, and at the same time I am not hesitant to address tough issues. I will never make a promise for change without a plan to back it up, and if I do not have full knowledge on a particular agenda, I am not shy to dig into the issue until I understand all of the ramifications of the outcome. I plan to work smarter and harder to cultivate a flourishing, cohesive community, and instill a sense of pride that has been lacking in Upland for so many years. Our historic ‘City of Gracious Living’ can once again be the envy of the Inland Empire and beyond. You will not see me soliciting donations or endorsements, the greatest endorsement I can ever receive is your vote of confidence on November 4. Believe that I am the right person, with the right ideas, at the right time, and trust that I will make the proper decisions and fight to make the city of Upland prosper again. I promise to make you proud that you voted for me to represent our city and every good citizen who calls Upland home. Immediate Action Plan:

Address the animal shelter deficit through partnerships or regionalization

Encourage new business through tax incentives

Invest in infrastructure through asset reallocation and implementation

Improve pension obligations through legislative change at the state level

Implement employee retention policies and recruitment

Increase revenue through approved measures collection

Identify and plan for commercial and residential development of unused land

Partner with individuals and investors who are serious about our historic downtown

Limit outsourcing through better efficiency of each city department

Examine the impact of public services due to growth of city

Good morning,

Well, election day has come and gone. Upland's City Council now includes two incumbents, Debbie Stone and Gino Filippi, and a newcomer, Carol Timm.

Congratulations to all, and this time around accountability, sensible decision making and bringing all departments into focus will be the name of the game. This will not be time to figure out what went wrong over the last four years.

This time around, there won't be delay after delay at the committee levels. There won't be concerns of what people might think when you vote on the dias. This is their job for the next four years. They will provide direction, support and the means to make our city more efficient, and provide the services we expect.

The crossing guard issue was a perfect example of how the will of the people influenced the ability the council has to move forward at break neck speed. When we are told government work bogs down progress, it does if you don't know how to work around it or through it.

As promised, I will be paying close attention to the committee's progress, their discussions (or lack of) and I will summarize council meetings so you can see what your elected officials are doing. There have been many promises made, and they will be reminded of those on a regular basis. The next 6-12 months will be most interesting to see if the council puts the citizens of our community first.

I plan to create a virtual town hall on Facebook as soon as possible. It will show the agendas, actions, and comments of each council member. I am doing this because you all have busy lives and can't get much truth out our local paper. This will allow you to review at your convenience.

One last comment before I step away from the keyboard. This election left me completely inspired. I spoke to many thousands of citizens, and each one had their own story to tell. We truly have a great city with great people. That's mainly why I ran. We have to keep the perpetual wheels in motion.

What made me feel best is the fact I earned the respect of 11.25% of the voters who cast their ballot. Without donations, dropping names, or being backed by "old school" members of the business world community, I feel very encouraged and believe my campaign was a success.

Had some of the candidates decided not to run due to their lack of seriousness for the job or name recognition, I am convinced I would have gained a position to represent you. But it's the American way, and life goes on.

I will always be your advocate and when I believe an issue needs engagement and the council needs to hear your 100 voices, I will be calling on you.

Again, thank you very much to all the volunteers who helped me along the way, all the great talks, the great people, the laughs, the tears and most important the ones who believed in me.

Today is the last day to help spread the word! Even if you are not an Upland resident, I'm sure you know a few people who are. Upland has a history of low voter turn-outs, so EVERY VOTE COUNTS! Write a Facebook post (or simply share this one), send a quick email, text 5, 10, 20 of your friends, and ask them to vote for BILL SCHUESSLER tomorrow! His name is listed first on the ballot for City Council candidates, so he'll be easy to remember!

There are 3 open seats for Council, so you get 3 votes. You don't have to use all of them, only vote for the candidate(s) you have true faith in. Don't vote for the person with the most signs around town, or the person you met once at a party. Vote for change, vote for growth, vote for your children, and vote for the FUTURE!!! ***A MESSAGE TO MY FRIENDS BEFORE ELECTION DAY***

Tuesday, November 4th, is a day that will change the direction of our city. It’s your day to vote! You have the ability to put your faith in new leadership, new direction and momentum that will take us where we should have already been.

I have spoken to literally thousands of residents over the past few months, and each one has concerns and ideas that seem to go hand in hand with their personal experiences. There is one common thread with all, and that is the survivability of our city as we see it now. This has been echoed by new residents, long-time residents, and everyone in between. It is a vested interest that I share along with everyone I have spoken to.

I want to re-cap some of my positions that I have shared personally with citizens, here on Facebook, as well during the candidate forum On October 6. (The link to the forum can be found on both of my pages) I believe my views are rooted in family values, the same values you would find in yourself. Our community is vested when we share similar beliefs which benefit our families, our schools, business development and the ability to pay for resources that guarantee all of the above.

1. Public safety involves more than just police and fire service. It involves making our streets safe and repaired, aggressively identifying our water and sewer systems for potential failure, and systematically correcting those inefficiencies. Public safety includes our parks, and ensuring they are maintained for our children and families to enjoy. Public safety allows our more than 11,000 students the chance to learn without negative distractions, and the ability to safely travel to and from school every day.

2. Drugs and our community. During the candidate forum, a question was asked about ma*****na dispensaries. My position is twofold. I do not oppose the use of medical ma*****na for people who are dealing with cancer or other significant medical conditions, and are backed by a licensed physician. I am not judge and jury for a person who can benefit from such use.

The Federal Government has not taken a national stance on the legality of ma*****na. States have passed their own interpretations of law, but the implementation has created its own issues. I, along with other members of the Council, have to work within our sphere of enforcement at the City level, as well as the laws that are governed upon us at the State level. Our ordinances are written to ban any such dispensaries within the jurisdiction of our city. The impact these dispensaries have on our citizens, but more important our children, are far reaching and would bring on a new set of issues our City is not prepared for. Again, patients have a right to use it appropriately, but I don't support a local store where it can be picked up freely and without true medical need.

3. Privatization of water is a dead issue. It doesn't root out our core issue which is poor management of our city's money. The end result of water privatization would be huge water rate increases and frivolous spending. Take a look at Rialto and see what our rates would be like.

During the candidate forum, I expressed my opinion that water privatization would NOT be a fit for our city. In closing and running out of time, I inadvertently said, "I don't oppose it" rather than "I don't APPROVE it". Unfortunate slip of the tongue, but I stand by my decision to NOT support any form of privatizing water, our city’s biggest asset.

4. I am a huge supporter of implementing business-minded ideas to attract and anchor companies to our city. This will generate long-term benefits such as a tax base, employment opportunities for our residents, and send a message that Upland is open for business. We can't afford not to provide incentives to prospective clients. What we may lose in fees initially is a short term loss, but what we gain is a long term business relationship.

We need to get serious about a master plan, and how we are going to invest in what little land we have left. Our downtown is less than adequate and has no plan for development or the ability to attract investors. The cycle of sideline politics is over. With direction, motivation, and the willingness to step outside of one's comfort zone, we can make our city business-friendly and prosperous, and our downtown second to none in the Inland Empire.


This is not a complete list of my concerns, just a few of the more important issues echoed by many I have spoken to. If you have not viewed the candidate forum, I strongly recommend you watch it prior to voting. Many people I have spoken to have also inquired about my platform. I do not particularly like the term because my scope of ideas couldn’t possibly be surmised into a sentence or two. So if I had to declare a platform, it would be this: I am an independent thinker, but at the same time I am able to work as a cohesive unit with my peers. I will work together, not against. I will listen to all sides of a matter and base my vote on facts, not emotion, as well as what’s best for my City and all of the citizens who resided within it.
I will never make a promise that I can't deliver on, and the words "no" and “can’t” are not a part of my vocabulary. I have learned in my career that for every obstacle, there are countless solutions. Success is being able to identify them, discuss them and implement them, in a timely and efficient manner.

We live with a local government that has a budget stranglehold on it, and we as residents are the victims. The solution to that is to work smarter with less, put the customer (you) first, and not be afraid to step away from the dias to exchange thoughts and concerns with the citizens. Before all of the meet and greets I’ve held during my campaign, I had no idea what questions were going to be thrown at me. But I feel that I was able to speak from the heart, with knowledge and sincerity which is all people truly ask for.

I encourage all of you to vote on November 4, as you are the voice of our City. I can assure you that I will be fair, passionate, and engaged with our citizens. After all, I have been one for thirty years.

Bill spoke with The Blaine Humbles Show this morning about the crossing guard situation in Upland - Definitely worth a listen! His interview begins around 1:35. (Link below)

Bill discussed the issue in depth, offered 'out of the box' funding solutions to reinstate the crossing guard program in Upland, emphasized the need for quick action, and the importance of working together as a community to avoid another tragedy.

He spoke about his meeting with the principal of Cabrillo Elementary just yesterday, who offered their auditorium as a place to hold an immediate public forum about the crossing guard issue.

Bill also shared that his friend Chuck Atha (Upland resident and owner of Main Street Signs in Ontario) is going to donate two large, fluorescent signs for Cabrillo Elementary as a 'quick fix' until more permanent measures can be implemented.
