TNR - trap neuter release has the potential to significantly decrease those "community/feral" cats. It can garner public support and if done in a concerted effort prevents unnecessary suffering for all those kittens who die (as they are not born in the first place). Everyone has to work together - including EDUCATION that cats are not throwaway pets, that they can't "just survive outside"

At least he knew that he had been bitten and could seek appropriate medical care. Many people and animals can be bitten with no bite marks being visible. If you have a bat in the house and can safely trap it - do so, then is can be tested. If you can not catch the bat then your pets will need rabies booster vaccines (and possible quarantine if they are not vaccinated, or the vaccine expired) you can check with Delaware Department of Agriculture (DDA) and you need to call Delaware Division of Public Health - DPH to discuss post exposure treatment.
